MINUTES OF THE PLANNING COMMITTEE MEETING
HELD ON MONDAY 3rd February, 2003 AT 9.30 P.M.
AT THE CONCLUSION OF THE SPECIAL MEETING
IN THE CONFERENCE ROOM, TOWN HALL.

 171. LIST OF MALDON DISTRICT COUNCIL PLANNING DECISIONS

Members received the list of Planning Decisions up to week ending 24th January 2003.

RECOMMENDED: that the information be noted.
 172. SHAPING THE FUTURE OF ESSEX AND SOUTHEND COMMUNITY STRATEGY CONSULTATION - MEMBER WORKSHOPS

Further to minute 147 of the Planning Committee meeting held on 6th January 2003, members requested that the this item be deferred until the next meeting of the Planning Committee at which Cllr Prior would provide a written report regarding his attendance at the workshop. The Chairman asked if a copy of the technical report could be obtained.

RECOMMENDED: that Cllr Prior provide a written report regarding his attendance at the Shaping the Future of Essex and Southend workshop held on 27 January, 2003 at the next Planning Committee meeting and in the meantime a copy of the technical report from the Essex County Council be obtained.
 173. OUT/MAL/03/00023 MALDON SOUTH

Erection of detached bungalow.

As a result of the Council meeting held on 28th January 2003 (minute 128.4 refers), members re-considered the above application. It was pointed out at the Council meeting that the site did not contain an existing bungalow and in view of this the resolution which was passed at the Planning Committee meeting held on 20 January, 2003 was not correct:

Discussion ensued and it was

RESOLVED: that (a) the resolution for application no. OUT/MAL/03/00023, minute 154 (a)(8) of the Planning Committee held on 20th January 2003 refers, be rescinded; and amended as follows;

'(b) that the Town Council has no objection to this application; members expressed concern regarding the restricted access for building contractors.'
 174. PARKING - DOCTORS SURGERIES

Further to minute 117 of the Planning Committee meeting held on 13th November 2003, members received a response from the Blackwater Medical Centre detailing a survey carried out by the Centre for one week to ascertain by which means patients arrive at the surgery.

Members felt that the Blackwater Medical Centre had done very well in supplying the following information:

§ 8 patients attended by bus
§ 3 patients used and elderly scooter
§ 24 patients came by taxi
§ 166 patients walked to the surgery
§ 504 patients came by car

Discussion ensued and it was

RECOMMENDED: that (a) a letter be forwarded to the Blackwater Medical Centre notifying them of the meeting at which Cllrs Mrs. S Riesebeck and S Savage are to attend at the Longfields Medical Centre on 24th February 2003 at 2.15 pm to discuss parking at the surgery;

(b) Cllrs Mrs. S Riesebeck and S Savage report to the Planning Committee meeting on 3rd march 2003, copies of the response from the Maldon District Council and details provided by the Blackwater Medical centre be submitted again for members information for further consideration regarding this matter..
 175. BLACKWATER ESTUARY MANAGEMENT PLAN REVIEW - FULLBRIDGE TO BEELEIGH WEIR

Further to minute 145 of the Planning Committee meeting held on 6th January 2003, members received and considered a response from the Project Officer, The Blackwater Project regarding the river Blackwater from Fullbridge to Beeleigh Weir stating that if the Town Council have any specific concerns regarding the above stretch of water she would be interested to hear them. Members felt that the river between Fullbridge and Beeleigh Weir was a neglected and much walked stretch of the river and as it was part of the tidal river it should not be excluded from the Blackwater Estuary Management Plan.

RECOMMENDED: that a letter be forwarded to the Project Officer, The Blackwater Project enquiring as to what the benefits are to those areas included within the Blackwater Estuary Management Plan.
 176. MALDON DISTRICT CONSERVATION AND DESIGN AWARDS 2003

Members received and considered correspondence from the Conservation Assistant, Maldon District Council regarding the Maldon District Conservation Design Awards 2003.

RECOMMENDED: that the information be noted.
 177. THOMAS BATES & SONS LTD/BARRATT EASTERN COUNTIES (FUL/MAL/01/00716)

Proposed removal of existing chalets and the construction of 124 dwellings, public open space, landscaping, new highways and associated ancillary development.

Land at Hall Road, Heybridge

APPEAL DISMISSED

Further to minute 149 of the Planning Committee meeting held on 20th January 2003, information had been received from the Maldon District Council that the above appellants have informed the Council of their decision to challenge the Inspector's decision in the High Court.

RECOMMENDED: that the information be noted.
 178. PUBLIC ENTERTAINMENT LICENCE

Notification had been received that David John Went of G W Commodities Ltd, First Floor, The Old Iron Works, Maldon had applied to the Maldon District Council for a public entertainment licence.

RECOMMENDED: that the information be noted.
