|| MINUTES OF THE PLANNING COMMITTEE MEETING HELD ON 20TH JANUARY 2003
The minutes of the Planning Committee meeting held on 20th January 2003 were confirmed and signed as a true record.
|| MALDON DISTRICT DRAFT REPLACEMENT LOCAL PLAN REVISED DEPOSIT
Further to minute 156 of the Planning Committee meeting held on 20 January, 2003 members considered the Maldon District Draft Replacement Local Plan Revised Deposit. Members noted that comments could only relate to the changes shown in the Plan. In this respect the following were circulated.
(a) list of comments made by the Town Council in respect of the First Review and where applicable the response within the Revised Deposit Plan;.
(b) a summary leaflet and Leisure and Civic Quarter Questions and Answers sheet;
(c) relevant pages of the Revised Deposit Plan.
The Chairman requested that item (b) be considered first.
(i) Leisure and Civic Quarter Questions and Answers
Members made the following comments regarding the Summary Leaflet and Leisure and Civic Quarter Questions and Answers sheet:
§ It was was optimistic to sell the Princes Road site and relocate elsewhere without an overspend. Residential development is not required in this location.
§ The Maldon District Council are encouraging people to park in the Council car park at weekends and their proposals will remove this provision.
§ The present site of the Maldon District Council offices is the ideal location as they are central to the town and the District; buses come into the town.
§ Disabled access problems are overcome at present by Officers meeting with clients on the ground floor.
§ If there is a need for additional offices then the Princess Road Depot could be re-located and this area utilised; there is also land at Longfield that could be utilised. With regard to lack of parking space the District Council should investigate car sharing and encourage people to walk to work.
§ There is no guarantee that private developers will wish to build hotel and leisure facilities. Two planning applications for hotel sites have been approved but developers have not come forward.
§ The proposed site for the Leisure and Civic Quarter is totally unsuitable as the ground is unstable and likely to flood.
§ The proposed site for the new office complex would require improved transport facilities.
RECOMMENDED: that a letter be forwarded to the Maldon District Council stating that the Town Council is of the opinion that the Maldon District Council Offices should not be relocated to Park Drive.
(ii) Comments made by the Town Council in respect of the First Review
Members noted the responses contained within the Revised Deposit Plan to the comments made by the Town Council.
Discussion ensued and members made the following comments:
§ Item (ii) the footpath from Fullbridge to Fairways Marina needs improvement and signs requesting cyclists to dismount would be beneficial at both ends.
§ Item (iii) the Town Council could generate funds for play equipment for Primrose Meadow.
§ Item (iv) that the minimum car parking policy should be increased to 1.5 spaces per dwelling.
§ Item (vii) the words 'civic and' should be removed from Policy M/PU/4.
RECOMMENDED: that (a) the following items be included on the next Planning Committee agenda:
(i) footpath from Fullbridge to Fairways Marina and provision of no cycling signs;
(ii) provision of play equipment for Primrose Meadow.
(iii) Revised Deposit Plan
Members made the following comments regarding the relevant pages of the Revised Deposit Plan and were informed that: The text Maldon District Council proposes to delete from the Plan was crossed out; The new text the Council proposes to include in the Plan was underlined; Text that has been moved to a different part of the Plan was in Italics.
The Chairman read through the changes to the document.
24/2.4 'and managed retreat' - in the last line should be reinstated.
27/2.20 identified areas of instability should be reinstated. Members requested that enquiries should be made as to why and who asked for the removal of the listed areas of instability.
29/2.26 Members requested the details of all the roads in Maldon which are included in Article 4 Directions (under Article 4(2) of the Town and Country Planning (General Permitted Development) Order 1995).
32/1.b Include 'An appropriate body should provide a certificate to show remedial measures have been undertaken. The deleted text should also be reinstated.
39/3. Add 'excluding existing boatyards'.
51-M/CC/11 retain deleted text - 'Residential development will not normally be allowed'.
80/4.20 delete 'and allocates a further site at Princes Road, Maldon', also delete the following from Table 3 'Maldon 14A M/H/4/5 - Princes Road - 30.
81/4.22a delete additional text - and retain (a), (b) and (c).
86/4.44 members requested that the national figures be obtained regarding the item.
109/5.26/5.27 - M/E/2 delete 'employment' reinstate 'industrial'.
112/5.37.c. property journals circulated throughout the District - replace 'District' with 'County'.
135/6.71 retain a and g.
135/6.73 delete 'in the rural area' from additional text.
136/6.74 All new mobile phone base stations are expected to meet ICNIRP - add 'and World Health Organisation (WHO)'.
142/7.11 include at the end of additional text 'support local shopping centres'.
157/4. Text should read 'Provision of children's play space will not be sought but open spaces will be sought in association with proposals for elderly persons' housing and one bedroom dwellings.
163/8.53b to read' Consultation during the preparation on the Community Plan for Maldon District has revealed a clear view from residents for enhanced leisure and entertainment facilities in Maldon, particularly a cinema. Remainder of text - delete.
163/8.53c delete including Policy M/REC/12A.
165-M/REC/14 reinstate deleted text.
172/8.78 delete additional text.
181/9.19a seventh line down replace 'once' with 'before'.
181-M/T/2 2. Delete 'where appropriate'.
189/10.21 reinstate 'and will expand wherever possible'.
191/10.26 delete additional text 'civic and' in the second line.
191-M/PU/4 delete 'civic and' from title and text.
193/10.33 include 'District Council to take an interest in the adjacent areas which flow into the river'.
RECOMMENDED: that (a) the above comments be forwarded to The Chief Planning and Development Services Officer, Maldon District Council;
(b) that enquiries should be made regarding the following items;
(i) why and who asked for the removal of the listed areas of instability (page27 - 2.20);
(ii) the details of all the roads in Maldon which are included in Article 4 Directions (under Article 4(2) of the Town and Country Planning (General Permitted Development) Order 1995) (page 29 - 2.26);
(ii) the national figures regarding this item (page 86 - 44b).
