MINUTES OF THE PLANNING COMMITTEE MEETING
HELD ON MONDAY 17th FEBRUARY, 2003 AT 7.30 P.M.
IN THE CONFERENCE ROOM, TOWN HALL.

 180. MINUTES OF THE MEETINGS HELD ON 3RD FEBRUARY 2003

Members received and considered the minutes of the Special Planning Committee meeting and the Planning Committee meeting held on 3rd February 2003.

Min 168.(iii). Item 136/6.74 of the Special Planning Committee meeting
It was noted that the initials in this minute should be amended from (WOP) to (WHO).

RESOLVED: that (a) minute 168 (iii) Item 136/6.74 be amended to read (WHO) instead of (WOP);
(b) in all other respects the minutes of the Special Planning Committee meeting and the Planning Committee meeting held on 3rd February 2003 be confirmed and signed as a true record.

 182. LIST OF MALDON DISTRICT COUNCIL PLANNING DECISIONS

Members received the list of Planning Decisions up to week ending 24th January 2003.

RECOMMENDED: that the information be noted.
 183. FULLBRIDGE TO FAIRWAYS MARINA FOOTPATH - PRIMROSE MEADOW, PLAY EQUIPMENT

Further to minute 168 (ii) of the Special Planning Committee meeting held on 3rd February 2003, members considered the following:

(a) Footpath from Fullbridge to Fairways Marina and provision of 'no cycling' signs
Members felt that it may be difficult to enforce no cycling on the Fullbridge to Fairways Marina footpath but it was agreed that the footpath required re-surfacing. It was also suggested that as there were no street lights in the area the Town Council could consider the installation of a parish light. Reference was also made to the fact that over the years the footpath had narrowed and it was suggested that the Land Registry be contacted regarding the ownership of this land; this information would also establish the width of the footpath.

(b) Provision of play equipment for Primrose Meadow public open space
Discussion ensued regarding the provision of play equipment for the Primrose Meadow Public Open Space, members felt that, the installation of any equipment should be suitable for children over 12 years of age. Members were informed that permission would have to be sought from the Essex County Council and it was felt it would be beneficial to consult with the community to establish what was required. It was suggested that County Councillor Mead be contacted regarding this proposal.

RECOMMENDED: that (a) (i) the provision of a parish light and 'no cycling' signs for
the footpath from Fullbridge to Fairways Marina be included on the agenda of the next Environment Committee meeting;

(ii) a letter be forwarded to the Essex County Council regarding the resurfacing of the Fullbridge to Fairways Marina footpath;
(iii) a letter be forwarded to the Land Registry establishing the title and dimensions of the Fullbridge to Fairways Marina footpath;

(b) (i) that the provision of play equipment at Primrose Meadow Public Open Space be included on the agenda of the next Finance and General Purposes Committee meeting and depending on the outcome of that meeting;
(ii) a letter be forwarded to County Councillor B Mead informing him of the proposals for play equipment to be installed at Primrose Meadow public open space and asking for his support.
 184. SHAPING THE FUTURE OF ESSEX AND SOUTHEND COMMUNITY STRATEGY CONSULTATION - MEMBER WORKSHOPS

Further to minute 172 of the Planning Committee meeting held on 3rd February 2003, members received a report from Cllr Prior regarding his attendance at the Shaping the Future of Essex and Southend workshop held on 27 January, 2003 (Appendix A).

Members were informed that the Structure Plan and Technical Report were available in the office. Members enquired as to the time scale of the consultative process and felt that a Special Meeting should be held to discuss the Structure Plan Review in more detail.

RECOMMENDED: that the time scale of the Essex and Southend Replacement Structure Plan be reviewed and a date set for a Special meeting.
 185. PROPOSED AUDIT AND ASSESSMENT OF THE PLANNING SERVICE, TO ASSESS THE CURRENT LEVEL OF SERVICE AND TO INSTALL A PROGRAMME OF CONTINUED IMPROVEMENT

Further to minute 85 of the Planning Committee meeting held on September 16th 2002, the Chairman reported on the Maldon District Council report regarding the Audit and Assessment of the Planning Service.

The Chairman informed members that the report showed the strengths and weaknesses of the Planning Department resulting in an overall good result with a few improvements required. In particular the need to improve communication between the Department and the public and Town/Parish Councils. The Town Clerk informed members that the Town Council now receive a monthly Management update report from the District Council. Reference was made to Maldons Future: A Community View and the fact that the District Council have stated that they will take such documents into consideration regarding planning matters.

RECOMMENDED: that a letter be forwarded to The Chief Planning Officer, Maldon District Council enquiring as to how they intend to improve communication with the public and Town/Parish Councils.
 186. CAR PARKING

Further to minute 141 of the Planning Committee meeting held on 6th January 2002, members were informed that the Chairman of the Town Centre Strategy Group had responded suggesting that the Town Council approach the Maldon District Council asking them to undertake a survey of car parks in Maldon to ascertain how many spaces are being taken up by business people, not necessarily season ticket holders, and what numbers are left for shoppers/visitors.

Discussion ensued and it was

RECOMMENDED: that a letter be forwarded to Maldon District Council requesting that they undertake a survey of car parks in Maldon to establish the number of business people using the car parks (not just season ticket holders) to establish how many spaces are available for tourists and shoppers.
 187. THE ESSEX COUNTY COUNCIL (MALDON)(PROHIBITION AND RESTRICTION OF WAITING AND RESTRICTION OF LOADING AND UNLOADING AND ON-STREET PARKING PLACE) ORDER 200*

Members received and considered a copy of the Public Notice relating to the above proposal.

Discussion ensued regarding the list of proposed waiting/loading restrictions and the statement of reasons for the various locations. Members felt that the proposals were beneficial but suggested that the residents of Mount Pleasant should be consulted regarding the proposed no waiting and no loading/unloading in this road as there were many families with young children who may find the implementation of the proposals causes difficulties. It was noted that the statement of reasons detailed that the proposal was necessary due to the fact that emergency services were unable to gain access. Members felt that the emergency services could gain access through the industrial yard.

RECOMMENDED: that (a) details of the proposed no waiting and no loading/unloading restrictions be forwarded to residents of Mount Pleasant for their comments;
(b) the Essex County Council be requested to extend their consultation period to enable the residents of Mount Pleasant to comment on the no waiting loading/unloading proposals;
(c) in all other respects the proposals be noted.
 188. TELEPHONE BOXES IN THE MALDON DISTRICT

Members received and considered correspondence from the Maldon District Council regarding the possible removal of five telephone boxes in the Maldon District, one of which was located adjacent to 23 Downs Road.

Cllr Savage reported that this particular telephone box had been vandalised but was frequently used when in working order; it was felt that this telephone box should be repaired and not removed. Members also felt that the other telephone boxes listed should be retained and in this respect the Town Council should consult with the relevant Parish Councils regarding the telephone boxes referred to in their Parishes.

RECOMMENDED: that (a) a letter be forwarded to the Maldon District Council objecting to the removal of the telephone box at the top of Downs Road and suggesting that the other telephone boxes listed should not be removed and it was hoped that all relevant Parish Councils had been consulted regarding the telephone boxes in their areas;

(b) the relevant Parish Councils be contacted regarding the removal of telephone boxes in their parishes.
 189. COLNE AND BLACKWATER STUDY - STRATEGIC ENVIRONMENTAL ASSESSMENT

Members received and considered correspondence and information regarding the Strategic Environmental Assessment for the Colne and Blackwater Study.

The map showing the study area was circulated and it was noted that the river Blackwater up to Beeleigh Weir was included in the assessment.

RECOMMENDED: that the information be noted.
