MINUTES OF THE PLANNING COMMITTEE MEETING
HELD ON TUESDAY 29th APRIL, 2003 AT 7.30 P.M.
IN THE CONFERENCE ROOM, TOWN HALL.

PRESENT: Chairman: Cllr W Prior.
Vice Chairman: Cllr Mrs. M Curtis.
Councillors: E Bannister, Mrs. S Riesebeck, T Shrimpton, and K Smith.
In Attendance: Cllr S Savage, the Town Clerk and the Planning Committee Clerk.
Absent: Cllrs Mrs. V Foster and S Thain.
  
The Chairman welcomed Cllr Savage to the meeting and said that although he was unable to vote he could take part in discussions.

 232. LIST OF MALDON DISTRICT COUNCIL PLANNING DECISIONS

Members received the list of District Council Planning Decisions.

RECOMMENDED: that the information be noted.
 233. A YEARS REVIEW OF THE PLANNING COMMITTEE AND THE FORTHCOMING YEAR

Members received and considered a report circulated at the meeting reviewing the past year of the Planning Committee and detailing certain items that would continue into the new municipal year such as the Replacement Local Plan, the Essex and Southend Replacement Plan and it is probable that an application for the proposed new hospital would arise during the year.

The Chairman referred to the Blackwater Estuary Siltation Steering Group and Cllr Bannister reported that a meeting was to be held on 13th May 2003 at which the consultants would provide an update on the latest survey. Cllrs Savage and Mrs. Riesebeck indicated an interest in attending this meeting. The Chairman asked if any other members had attended workshops and Cllr Savage reported that prior to this meeting he had attended a meeting regarding Renewable Energy and the Planning System which he had found very interesting and would report on at the next Planning Committee meeting.

Members noted that Maldon District Council Planning Officers would be invited to a future meeting to meet the new Planning Committee and advise regarding planning applications.

RECOMMENDED: that (a) details of the next Blackwater Estuary Siltation Steering Group meeting be forwarded to Cllrs Mrs. Riesebeck and Savage;

(b) Cllr Savage report to the next meeting of the Planning Committee regarding his attendance at a meeting on Renewable Energy and the Planning System;

(c) Maldon District Council Planning Officers to be invited to a future meeting of the Planning Committee.
 234. MALDON CARNIVAL ASSOCIATION

Members received and considered a letter received from the Carnival Association stating the proposed road closures for Carnival Day on the 2nd August 2002.

RECOMMENDED: that the information be noted.
 235. TOWN AND COUNTRY PLANNING ACT 1990

APPEALS BY BOVIS HOMES LTD
LAND AT ELMS FARM, LAND SOUTH OF HOLLOWAY ROAD, HEYBRIDGE, MALDON

Members received information from the Planning Inspectorate regarding appeals at the above site.

Cllr Shrimpton said he would be attending this appeal.

RECOMMENDED: that the information be noted.
 236. PUBLIC ENTERTAINMENT LICENCE

Notification had been received that the Plume School were to apply for a Public Entertainment Licence in respect of the Fambridge Road and Mill Road sites.

RECOMMENDED: that the information be noted.
 237. JUSTICES LICENCE

Notification had been received that Anthony John Bradley, Station Road, Hatfield Peveral and Dean Mark Scorey, Tesco Store, Fullbridge, Maldon were to apply for a Licence Transfer in respect of Tesco Store, Fullbridge, Maldon.

RECOMMENDED: that the information be noted.
