MINUTES OF THE PLANNING COMMITTEE MEETING
HELD ON TUESDAY 22nd JULY, 2002 AT 7.30 P.M.
IN THE CONFERENCE ROOM, TOWN HALL.

40. MINUTES OF THE PLANNING COMMITTEE MEETING HELD ON 8TH JULY 2002

The minutes of the Planning Committee meeting held on 8th July 2002 were confirmed and signed as a true record.

42. MONTHLY LIST OF PLANNING DECISIONS - JUNE 2002

Members received the monthly list of Planning Decisions for June 2002.

It was reported that as the District Council planning system had changed planning decision lists were now being received weekly. Members requested that the planning decisions list be included on the agenda for each Planning Committee meeting.

RECOMMENDED: that (a) a list of planning decisions from the Maldon District Council be included on the agenda for all Planning Committee meetings;

(b) in all other respects the information be noted.
43. EALC PLANNING CONFERENCE

(a) members received a report from Cllr Prior on his attendance at the EALC Planning Conference held on 5th July 2002 (copy circulated to all members of the Council).

Cllr Prior reported that there are to be a lot of changes with regard to planning in the future but these have not yet been clearly defined by the Government. It was noted at present some Parish and Town Councils are not very professional in the way they consider planning applications and Parish/Town Councils, should take into consideration local plans, structure plans and supplementary planning guidance. Town/Parish Councils should be proactive and respond in a professional way.

(b) Mrs. Grant informed members that as mentioned in minute 42 above the Maldon District Council planning system has changed and as requested a list of District Council decisions will be circulated at each planning committee meeting. Details of planning application refusal comments and approval conditions will now be filed in date order as they are too lengthy to attach to planning cards.

RECOMMENDED: that the information be noted.
44. PROPOSED RESIDENTIAL DEVELOPMENT AT THE FORMER DOVERCOURT MOTORS SITE, WEST SIDE OF SPITAL ROAD, MALDON
GREAT CRESTED NEWT SURVEY REPORT

Further to minute 10 of the Planning Committee meeting held on 27th May 2002, members received information from the BTCV regarding surveying and monitoring Great Crested Newts.

The Town Clerk reported that the survey methods received from the BTCV corresponded with the methods used for the Ware Pond survey.

RECOMMENDED: that the information be noted.
45. MAINTENANCE OF FOOTPATHS

At the request of Cllr Mrs. Downes the condition of footpaths within the town was discussed.

Cllr Mrs. Downes reported that the main footpaths into the town were deteriorating and suggested that the Poets' Estate Residents' Association and all Town Councillors be requested to forward details of footpaths that are in a poor condition and need repair works. A list of the works required can then be forwarded to Mr. S Broad, Transportation and Operational Services, Essex County Council to be included in the next Locally Determined Plan.

Cllr Bannister reported that there should be a hard surface footpath along one side of Manse Chase as mothers with young children use the Chase. Cllr Mrs. Downes said that this area had been improved but still needs addressing.

RECOMMENDED: that (a) a letter be forward to the Poets' Estate Residents' Association and all Town Councillors requesting a list of footpaths requiring attention;

(b) the list when compiled be forwarded to Mr. S Broad, Transportation and Operational Services, Essex County Council requesting that the works be included in the locally determined plan.


46.
FOR INFORMATION

JUSTICES
Notification had been received that John Linton, Mark Hurst and Robert Smith are to apply to the Maldon and Witham Licensing Justices on 12th August 2002 for a Children's Certificate in respect of Oakhouse, 35 High Street to allow the premises to accommodate persons under 14 years between the hours of 11am and 11pm on weekdays and 12 noon and 10.30pm on Sundays.

RECOMMENDED: that the information be noted.
