MINUTES OF THE PLANNING COMMITTEE MEETING
HELD ON MONDAY 2nd SEPTEMBER, 2002 AT 7.30 P.M.
IN THE CONFERENCE ROOM, TOWN HALL.

In Attendance: The Town Clerk, Planning Committee Clerk and Cllr S Savage.
The Chairman welcomed Cllr S Savage to the meeting and said that although he was unable to vote he could take part in discussions.

The Chairman referred to the Maldon Town Council Planning Policy and asked members if a special meeting should be held regarding this application and it was felt that it would be advisable to wait until a full application is received.

Lengthy discussion ensued regarding this application and it was

RESOLVED: that the Town Council object to this application as the proposed development is outside the development boundary and there are vacant brown field sites that could be used for such purposes; contrary to Policies M/NE/11 NATURE CONSERVATION and M/SH/1 SHOPPING DEVELOPMENT OUTSIDE TOWN CENTRES, in the adopted Maldon District Local Plan and Policies M/CC/2 DEVELOPMENT AFFECTING LOCALLY DESIGNATED NATURE CONSERVATION SITES AND M/SH/1 RETAIL DEVELOPMENT in the Draft Replacement Local Plan. Members felt that access would cause congestion, and if the development was approved there should be left turn access only with central road barriers, there should be a planning gain to provide a bridge crossing in Limebrook Way and the buildings within the conservation area (M/CC/3/4 G21) should be excluded.

Members recalled that the Town Council had no objection to the above Essex County Council application at the Planning Committee meeting held on 19th August 2002 (minute 61.a.4 referred). The Planning Committee Clerk informed members that this application had been included on the weekly list again as it had been allocated a Maldon District Council application number.

Cllr Thain declared a non pecuniary interest in the above application.

RESOLVED: that the Town Council has no objection to this application.

 73. LIST OF PLANNING DECISIONS - UP TO WEEK ENDING 23RD AUGUST 2002
Members received the list of Planning Decisions up to week ending August 23rd 2002.

RECOMMENDED: that the information be noted.
 74. POTENTIAL FOR DEVELOPMENT OF LAND SOUTH OF PROMENADE PARK, MALDON
Members received a copy of the report which had been considered at the Maldon District Council Planning and Licensing Committee meeting held on 22nd August 2002.

Discussion ensued regarding the potential for development of land south of the Promenade Park, members felt that the overall concept was right and would be very good for the town but the general feeling was that Maldon residents were not in favour of the possible relocation of the District Council Offices.

Cllr Mrs. Reisebeck proposed and Cllr Mrs. Curtis seconded that a letter be forwarded to Mr. S Packham, Chief Executive, Maldon District Council, enquiring if the present building was still being paid for and if the District Council Offices were to relocate would there be an increase in the Council Tax.

Members expressed their concerns regarding the relocation of the District Council Offices, a 'top design of its time' when constructed and only recently some of the offices had been refurbished. It was felt that housing on this site would cause an increase in traffic and parking problems.

Concern was also expressed regarding an increase in light pollution on the site south of the Promenade Park affecting safe navigation on the river at night; it could also have an effect on the now established Millennium Wood and reference was made to the re-location of the Civic Amenity site.

RECOMMENDED: that a letter be forwarded to Mr. S Packham, Chief Executive, Maldon District Council enquiring if the present District Council Building is still being paid for and if the offices are relocated would there be an increase in Council Tax to pay for the construction.
 75. RIVER BLACKWATER BUSINESS PLAN
Members received a copy of the report which had been considered at the Maldon District Council Planning and Licensing Committee meeting held on 22nd August 2002.

Members felt it was an interesting document containing some very good points which if implemented through funding being obtained would be excellent for the river. Cllr Thain expressed the view that the report did not make reference to slipways in Maldon and other areas of the river as he felt the public should have access to the river.

RECOMMENDED: that the information be noted.
 76. PPG 17 - PLANNING FOR OPEN SPACE, SPORT AND RECREATION
PPG 23 - PLANNING AND POLLUTION CONTROL - CONSULTATION
Members received a copy of the report which had been considered at the Maldon District Council Planning and Licensing Committee meeting held on 22nd August 2002.

Discussion ensued during which some members expressed their concern regarding the condition of the water in the marine lake and the model boat lake.

RECOMMENDED: that the information be noted.
 77. A DRAFT CULTURAL STRATEGY FOR THE MALDON DISTRICT
Members received a copy of a report which had been considered at the Maldon District Council Planning and Licensing Committee meeting held on 22nd August 2002.

Cllr Thain informed members that there was little connection between the Cultural Strategy and the Plume School's Performing Arts Status. The Plume School had a huge amount to offer but failed in its bid for Performing Arts Status due to the lack of involvement with the wider community. Cllr Thain proposed and Cllr Mrs. Curtis seconded that a letter be forwarded to Cllr Mrs. Peel, Chairman of the Community Services Committee, Maldon District Council elaborating on these comments.

RECOMMENDED: that an appropriate letter be forwarded to Cllr Mrs. Peel, Chairman of the Community Services Committee, Maldon District Council, copy to Mrs. A Spencer, Head of Community Services, Maldon District Council.
 78. PROPOSED ZEBRA CROSSING, FULLBRIDGE, MALDON
Members received a plan indicating the location of the proposed zebra crossing relating to the Public Notice which appeared in the Maldon and Burnham Standard on 22nd August 2002.

RECOMMENDED: that the information be noted.
 79. TEMPORARY CLOSURE BY ORDER - PUBLIC FOOTPATH 42 MALDON
Members received a form and plan regarding temporary public footpath closure to Public Footpath 42 Maldon.

Cllr Thain informed members that he had recently attended a site visit with the Town Clerk and a representative of Bakers of Danbury regarding the repair of the North boundary wall All Saints Churchyard and it was

RECOMMENDED: that a letter be forwarded to Mr. R Scrimgeour, Conservation Officer, Maldon District Council enquiring if it would be possible for the resurfacing work to the footpath to coincide with the works to the wall.
 80. LICENSING
Notification had been received that Peter John Maynard of the Maldon Town Regatta Association had applied for a License for Music and Dancing in a Marquee located at Hythe Quay, Maldon on 17th September 2002.

RECOMMENDED: that the information be noted.
