MINUTES OF THE PLANNING COMMITTEE MEETING
HELD ON MONDAY 13th NOVEMBER, 2002 AT 7.30 P.M.
IN THE CONFERENCE ROOM, TOWN HALL.

Absent: Cllr A Josselyn.
The Chairman welcomed Cllr S Savage to the meeting and said that
although he was unable to vote he could take part in discussions.

Members received and considered a letter from the Maldon Society regarding this application.

Members were informed that the takeaway was for pizza and pasta only. Cllr Thain felt that as Maldon did not have an Italian takeaway in the town this would be likely to attract people to the bottom end of the High Street where retail is declining. Cllr Thain and Cllr Mrs. Reisebeck requested that it be noted that they had no objection to this application.

RESOLVED: that the Town Council object to this application as it is contrary to the following policies in the Draft Replacement Local Plan.

· Policy M/SH/2 - Core Retail areas.
· Policy M/SH/3 - Protection of the retail function of town and district centres.
· Policy M/SH/7 - Local Shopping Centres in urban areas.

Erection of detached dwelling and garage, widening of access onto Beeleigh Road (amended proposal).

Members recalled that at the Planning Committee meeting held on 16th September 2002 the Town Council objected to this application due to additional traffic movement and that the roof covering may be inappropriate for the area.

Amendment - the deletion of the proposal to widen the access onto Beeleigh Road and the inclusion of a sprinkler system to the proposed dwelling.

RESOLVED: that the Town Council noted the amendment to the application.
115. LIST OF PLANNING DECISIONS

Members received the list of delegated and committee planning decisions up to week ending 25th October 2002.

RECOMMENDED: that the information be noted.
116. MALDON DISTRICT BUILDING CONSERVATION PROGRAMME 2001-2004
FEEDBACK FORUM REPRESENTATIVE

Members were informed that a letter had been received from the Conservation Assistant, Maldon District Council stating that a Feedback Forum regarding the Maldon District Building Conservation Programme 2001-2004 was being set up to comment on, scrutinise the service provided and exchange information regarding the Programme. In this respect the District Council would like representation from the Parish and Town Councils and a representative of the Maldon Parishes Group had been invited to attend the meeting which will be held on Tuesday 26th November, 2002 at Langford and Ulting Village Hall at 4p.m., closing at 5.30p.m.

Members recalled that the Maldon Parishes Group comprises of: Cold Norton, North Fambridge, Stow Maries, Woodham Mortimer and Hazeleigh, Mundon, Purleigh, Langford & Ulting and Maldon Town.

It was noted that Cllr S Potter, Purleigh Parish Council had said that he would be prepared to represent the Group, if required, and report back to the next meeting of the Maldon Parishes Group in January.

Members felt that the Town Council should be represented at the meeting as Maldon is a historic town with a large conservation area and the majority of historic buildings within the Maldon District.

Cllr Savage said he was prepared to attend the meeting and the following points were raised regarding the Maldon District Building Conservation Programme 2001-2004:

v Concern as to how far behind the programme was.
v Would like to see the Historic Buildings Management Agreement (p. 5) moved forward with the Town Council.

v Beeleigh Road down to the river to be included in the landscape appraisal (p. 8).
v Extend the conservation area to include King Street and both sides of Mill Road.

During the discussions Cllr Savage made reference to the fact that he had not received information regarding the Mid Essex Area Forum meeting. The Town Clerk informed members that she had been notified by the Essex County Council that details had been sent out late as there had been a printing problem. It was also reported that Cllrs Tilly Pink and Kevin Ascott were the Maldon representatives on this forum; they were appointed at the annual meeting of the Essex Association of Local Councils - Maldon District. It was suggested that the Mid Essex Area Forum meeting be raised at the next Council meeting and the representatives be invited to attend a future Town Council meeting.

The Chairman requested that an item entitled "High Street works" be included on the next Planning Committee agenda.

RECOMMENDED: that (a) Cllr Savage attend the Maldon District Building Conservation Programme 2001-2004 Feedback Forum and raise the above points; (b) an item regarding the Mid Essex Area Forum be included on the agenda for
the next meeting of the Town Council;
(d) an item on High Street works be included on the agenda for the next Planning Committee meeting.
117. ADDITIONAL PARKING - DOCTORS SURGERIES, PRINCES ROAD

At the request of Cllr Bannister, members considered the requirement for additional
parking provision at Princes Road, Maldon for use by people visiting the Doctors
Surgeries.

Members noted that as a result of approval of the planning application to extend and
build a pharmacy, four additional car parking spaces had to be supplied at the
Longfield Medical Centre.

Cllr Bannister informed members that he had received representations from elderly ward members expressing concern that the car parks at the doctors surgeries in Princes Road were always full and parking in the road was not permitted due to yellow lines. It was reported that this road is a private road owned by the Maldon District Council so at present there is no enforcement to prevent parking. It was also suggested that a speed restriction should be introduced in Princes Road. Members were informed that the Longfield Medical Centre have a new appointment system whereby patients can arrive at 8.00am without an appointment and should be seen within an hour, which can cause an influx of cars at that time. Cllr Mrs. Curtis informed members that Longfields Medical Centre have a 7.30-8.30am appointment system for people who work.

Cllr Bannister suggested that the Maldon District Council could release part of their rough car park area which is partly used by Social Services, for the use of patients visiting the doctors surgeries. It was felt that the majority of the spaces available in the doctors surgery car parks were used by doctors and support staff.

Discussion ensued and it was

RECOMMENDED: that (a) a letter be forwarded to the Maldon District Council enquiring if part of the rough car parking area could be released for the use of patients visiting the doctors surgeries and that a speed restriction of 15mph be installed in Princes Road;
(b) letters be forwarded to the doctors surgeries enquiring if a meeting could be held with representatives of the surgeries to discuss their appointment system and ways of alleviating the car parking problems.
118. HIGHWAY MATTERS

Members considered approaching Transportation and Operational Services, Essex County Council requesting that the Town Council be consulted and informed prior to the commencement of works within the town and in this respect it was noted that Mr. S Broad has regular meetings with Officers of the Maldon District Council.

The Town Clerk informed members that the road at the junction of Market Hill/High Street where the pedestrian crossing had been removed was to be resurfaced at no extra cost.

Members requested that any information received regarding highway works within the town be included on members weekly mailing lists.

Discussion ensued regarding a plan of proposed highway works at West Square received from Mr. S Broad, Transportation and Operation Services, Essex County Council and it was noted that the proposals would be considered at the District Council Planning and Licensing Committee to be held on the following evening.

RECOMMENDED: that (a) the comments of the Town Council Planning Committee and members of the public (Appendix A) be forwarded to the Maldon District Council and Mr. S Broad, Transportation and Operation Services, Essex County Council;
(b) enquiries be made as to whether the Town Clerk can attend meetings held between the Essex County Council, Transportation and Operation Services and Maldon District Council when highway works within Maldon Town are being discussed.
(c) any information received regarding highway works within the town to be included on members weekly mailing lists.
119. PROPOSED TELECOMMUNICATIONS INSTALLATION, OFF SPITAL ROAD, MALDON

Members received and considered a letter from CPS Global Ltd regarding a proposed telecommunication installation off Spital Road (copy circulated to all members of the Council).

Discussion ensued during which reference was made to the height of the proposed pylon and it was

RECOMMENDED: that a letter be forwarded to CPS Global Ltd stating that the Town Council objected to the proposal as it stands and enquiring if the antenna could be attached to an existing electricity pylon.
120. LBC/MAL/02/00842 MALDON NORTH WEST

Listed Building Consent - Beeliegh Abbey

Further to minute 106 of the Planning Committee meeting held on 28th October 2002, members received a verbal report regarding the site visit to Beeliegh Abbey, attended by Cllrs W Prior and S Thain.

Cllr Thain informed members that Mr. Foyle had given Cllr Prior and himself a tour of the building which they found very interesting, they were informed that Mr. Foyle receives a substantial amount of assistance from English Heritage with regard to the repairs of the building and it was felt that the works undertaken and proposed by Mr. Foyle were in keeping with the building.

Cllr Thain informed members that regarding the application for tree works at Beeleigh Abbey the trees were extremely tall, some of which had been damaged in the storm, the work was necessary and needed to be undertaken before further damage takes place.

RECOMMENDED: that the information be noted.
