MINUTES OF THE PLANNING COMMITTEE MEETING
HELD ON TUESDAY 10th DECEMBER, 2002 AT 7.30 P.M.
IN THE MOOT HALL.

PRESENT: Chairman: Cllr W Prior
Vice Chairman:
Councillors: E Bannister, Mrs. V Foster and Mrs. S Riesebeck .
In Attendance: Cllrs S Savage and T Shrimpton, the Town Clerk, Planning Committee Clerk and 13 members of the public.
Absent: Cllrs A Josselyn and Mrs E Downes .
It was advised that as there were insufficient members attending the meeting to constitute a quorum only Agenda item 3, Planning Applications, would be discussed.

Apologies for absence were received from Cllrs Mrs. M Curtis, K Smith and S Thain.

Members received and considered the following planning applications:

Due to the fact that there were several members of the public in attendance regarding item 3.b.11 it was agreed that this item be brought forward and the Chairman adjourned the meeting to enable members of the public to comment.

Full Application
Installation of 3 x omni-directional collinear antennae on an existing sub mast, associated apparatus all located on roof of the exchange.

Letters of objection regarding the above application were circulated and the comments of the members of the public were taken into consideration.

RESOLVED: that the Town Council objects to this application due to the location being in a conservation area, within close proximity to schools, old peoples homes, St Peters Hospital and in a residential area.

  3. Agenda item 7:

DOWNS ROAD, CHELMER TERRACE - PROPOSED NO WAITING AT ANY TIME

Due to the fact that two members of the public were in attendance at the meeting regarding this proposal it was agreed that they should be allowed to comment and the Chairman adjourned the meeting.

The members of the public felt that double yellow lines in Downs Road were not necessary as the road is too narrow to park a car and double yellow lines in the whole of Chelmer Terrace would have a devastating effect on some residents, particularly 15-18 Chelmer Terrace. It was felt that if parking restrictions were imposed Residents Parking should be introduced for these properties. It was also felt that double yellow lines would be detrimental in this conservation area particularly to the cottages fronting the river.

The Chairman re-convened the meeting

A report (appendix A) regarding residents responses to the above proposal was circulated to members.

Discussion ensued regarding the above report and the comments of the public and it was

RECOMMENDED: that (a) a letter be forward to Mr. S Broad, Transportation and Operation Services, Essex County Council objecting to the scheme and suggesting that a survey of car parking in this area be carried out prior to any decision; residents parking to be investigated and enforcement personnel to be in place prior to any parking restrictions coming into force;
(b) copies of residents responses be forwarded to the Essex County Council.
