HELD ON MONDAY 16th JUNE, 2003 AT 7.30 P.M.

RESOLVED: that the Town Council has no objection to this application subject to the Health and Safety report and that there are no residents living within the designated area with a pacemaker (Section 17 of the Crime and Disorder Act 1998).

Further to the meeting the Town Clerk has made investigations with regard to the above application and Section 17 of the Crime and Disorder Act 1998. As a result of this it has been confirmed by various sources, including the Community Safety Officer, Maldon District Council that section 17 does not relate to any matters appertaining to health it is purely Crime and Disorder. The view was also expressed that if the Town Council considered Section 17 of the Act in respect of this application they should have voted in favour as the use of mobile phones etc can reduce crime.

 31. CONSULTATION ON THE DEVELOPMENT OF A PRIVATE SECTOR HOUSING ASSISTANCE POLICY FOR THE MALDON DISTRICT

Further to the letter of the Town Clerk dated 9th June 2003, members received and considered the Maldon District Council's - Consultation on the Development of a Private Sector Housing Assistance Policy for the Maldon District.

RECOMMENDED: that the information be noted.

 32. GOVERNMENT AVIATION WHITE PAPER - EXPANSION AT STANSTEAD - NEW AIRPORT AT CLIFFE - CPREssex Response to SERAS 2nd Edition

Members received and considered a leaflet prepared by the Council for Protection of Rural England (CPRE) regarding the proposed expansion at Stansted Airport.

RECOMMENDED: that the information be noted.
 33. STREET NAMING (PUBLIC HEALTH ACT, 1925, SECTION 17)

Members received and considered correspondence from the Street Naming and Numbering Officer, Building Control Section, Maldon District Council regarding the site at 84-88 Cross Road.

Discussion ensued and it was

RECOMMENDED: that a letter be forwarded to the Street Naming and Numbering Officer, Maldon District Council indicating that the Town Council have no objection to the proposed name 'Purleigh Court' for site at 84-88 Cross Road, but would prefer the name of the development to be more in keeping with Maldon; members also enquired what the reasoning was behind the name 'Purleigh Court'.

 34. COLNE AND BLACKWATER FLOOD MANAGEMENT STRATEGY

Members received from the Environment Agency the Colne and Blackwater Flood Management Strategy - Information Bulletin 1.

RECOMMENDED: that the information be noted.
 35. BLACKWATER SILTATION GROUP

Further to minute 8.b of the Planning Committee meeting held on 19th May 2003, members noted that the report from H R Wallingford on the ninth bathymetric survey of the Blackwater Estuary was available in the office. Cllrs Savage and Mrs. S Riesebeck had copies of this report.

Cllr S Savage informed members that the next Blackwater Siltation meeting was to be held on 17th July 2003.
