MINUTES OF THE TOWN COUNCIL MEETING
HELD ON MONDAY 10th MAY, 2004 AT 7.30 P.M.
IN THE CONFERENCE ROOM, TOWN HALL.

  1. WELCOME BY THE TOWN MAYOR

(including Mayor's announcements)

Cllr. Smith welcomed members of the public, past Mayor Mr. Ovenden and District Councillors Mrs. Keighley and Kelly. He stated that his year as Town Mayor had been extremely busy having attended over 150 official engagements but both he and Lyn had found the year most enjoyable. The highlights of the year had been Cabbie Day and Carnival Day, which had been a novelty to watch as the Town Mayor rather than lead the procession as he had as Chairman of the Carnival Association for the past 20 years.

Last summer a group of children from Chernobyl had visited the town for a day and it was impossible to forget the look of wonder and amazement on their faces when they were taken to the Monkey Puzzle, the childrens' play area, at Madison Heights. Other notable events included the Maldon Regatta, Rotary Firework Display, Victorian Evenings, Christmas visits to residential homes and a party organised by students from the Plume School 6th Form, for senior residents of the town, which the Town Council helped to fund.

Over the year he had attended prizegivings, concerts and shows at the Plume School and had also seen the school choir perform at the Chelmsford Cathedral and the Farleigh Hospice Christmas Service. All the young people involved in these activities were intelligent, talented and caring and he felt that the town could feel justifiably proud of them.

There had also been an official visit from the Burgermeister and Chief Executive from Cuijk, Maldon's twin town in Holland. The visitors had been entertained by the Maldon Twinning Association, Maldon District Council and the Mayor on behalf of the Town Council and last month he had attended the opening of the new Town Hall in Cuijk.

The Mayor reported that in the course of the year he had raised over £5,600 for charity, of which £2,500 had been raised at the Mayor's Charity Ball held in April. From the funds raised throughout the year £1,500 had been donated to each of his two chosen charities, the Essex Air Ambulance and SWANS, £700 donated to the RNLI and £250 each to Maldon Carers and Basin Heartwatch plus smaller donations had been awarded to seven further charities and organisations at a Presentation Evening where the Mayor's Award for Service to the Community had also been presented to John and Clive Aldridge.

Last year had been eventful for the town; the Plume School had gained Special Performing Arts Status; thanks to the hard work of the Town Clerk, the Town Council had gained Quality Status and the town had also been voted third in a national survey carried out by the Society for Preservation of Rural England to find the best market town in the country. The Mayor thanked the Town Council staff for their assistance throughout his year of office.

The Mayor was then presented with a framed poster from Mr. Thistlewaite, Chairman of the Maldon Pantomime Society as a token of the Society's appreciation to the Town Council for their continued support. Mr Thistlewaite had been pleased to inform members that the 2004 Pantomime had sold more than 93% of their tickets and he said the Society liked using the Town Hall which was a great asset to the Community.

The Mayor informed members that the Battle of the Bands event held in the Town Hall on Saturday, 8th May, 2004 had been a great success with approximately 200 people in attendance and a profit of £247.00 being made. The showing of the film "Pirates of the Caribbean - Curse of the Black Pearl" on Friday, 7th May, 2004 had attracted an audience of 41 people.

RESOLVED: that the report of the Town Mayor be noted.
  2. ELECTION OF TOWN MAYOR FOR THE ENSUING MUNICIPAL YEAR

Cllr. K. Smith was proposed by Cllr. T. Shrimpton and seconded by Cllr. S. Savage. Cllr. Shrimpton said that he was pleased to propose Cllr. Smith for a second year as he had done an excellent job in representing the town and raising so much money for charity.

RESOLVED: that Cllr. K. Smith be elected Town Mayor for the 2004/2005 Municipal Year.
  3. STATUTORY DECLARATION OF ACCEPTANCE OF OFFICE

Cllr K. Smith duly made and signed the Statutory Declaration of Acceptance of Office and thanked members for electing him to do another term of office which he said was a great honour.
  4. PRESENTATION OF BADGE OF OFFICE, COINS OF MALDON AND KEYS TO THE MOOT HALL

The Mayor retained the Badge of Office, Coins of Maldon and keys to the Moot Hall.
  5. NOMINATION OF A MAYORESS FOR THE ENSUING MUNICIPAL YEAR

The Mayor nominated his wife Lyn to be Mayoress for the ensuing Municipal Year and she was presented with her chain of office and a bouquet of flowers.
  6. APPOINTMENT OF DEPUTY TOWN MAYOR FOR THE ENSUING MUNICIPAL YEAR

Cllr. T. Shrimpton was proposed by Cllr. Prior and seconded by Cllr. Moss.

Cllr. Mrs. Riesebeck was proposed by Cllr. Bentley and seconded by Cllr. Mrs. Curtis.

When put to the vote it was

RESOLVED: that Cllr. T. Shrimpton be appointed Deputy Town Mayor for the 2004/2005 Municipal Year.
  7. APOLOGIES FOR ABSENCE

Apologies for absence were received from Cllr. Matthams who was on holiday and District Councillor Rew.
  8. MINUTES OF THE TOWN COUNCIL MEETING HELD ON 5TH APRIL, 2004
 8.1 Members received and considered the Minutes of the Town Council meeting held on 5th April, 2004.

Minute 157 - Schedule of Meetings
Cllr. Savage informed members that he would be unable to investigate the 2005/06 Schedule of Meetings until the District Council had agreed their meeting dates.
 8.2 To approve the signing of the Minutes as a correct record.

RESOLVED: that the minutes of the Town Council meeting held on 5th April, 2004 be approved and signed as a true record.
  9. MINUTES OF COMMITTEE MEETINGS

Members received and considered the Minutes of the following meetings:
 9.1 Planning Committee Meeting held on 13th April, 2004

RESOLVED: that the Planning Committee meeting held on 13th April, 2004 be approved and adopted.
 9.2 Planning Committee meeting held on 26th April, 2004

Minute 257 - Minutes of the Planning Committee Meeting held on 13th April, 2004 (Minute 245.b.10 - FUL/MAL/04/00376)

Cllr. Savage informed members that he had now walked from Chelmer Terrace to the end of the Promenade and no planning notices were displayed regarding this application and he felt that the matter should be brought to the attention of the District Council Planning Department.

RESOLVED: that (a) a letter be forwarded to the Maldon District Council Planning Department expressing concern about the lack of planning notices on the Promenade in respect of Planning Application no. FUL/MAL/04/00376;

(b) in all other respects the minutes of the Planning Committee meeting held on 26th April, 2004 be approved and adopted.
 9.3 Finance and General Purposes Committee meeting held on 4th May, 2004

Minute 104.2 Moot Hall Works
Cllr. Keighley informed members that he had now received a response from Cllr. Mrs Curtis to his questions regarding the Moot Hall.

RESOLVED: that the minutes of the Finance and General Purposes Committee meeting held on 4th May, 2004 be approved and adopted.
 10. MINUTES OF THE ANNUAL TOWN MEETING HELD ON 7TH APRIL, 2004

Members received and considered the Minutes of the Annual Town Meeting held on 7th April, 2004.

Reference was made to the second paragraph on page 6 and in response to a question regarding the date of the report by W.S. Atkins regarding the introduction of a 20 m.p.h. speed limit in the High Street the Town Clerk stated that she would check this date.

RESOLVED: that the minutes of the Annual Town meeting held on 7th April, 2004 be approved and signed as a true record.
 11. MAYOR'S ALLOWANCE

Pursuant to Section 15(5) of the Local Government Act 1972 and further to Minute 108 of the Special Council Meeting held on 8th December 2003 it was

RESOLVED: that it be noted that the Mayor's allowance for the 2004 / 2005 municipal year had been set at £2,500.00.
 12. APPOINTMENT OF MEMBERS TO SERVE UPON COMMITTEES

Cllr. Keighley expressed concern regarding members putting their names forward to serve on Committees etc. and this information being included on the agenda as he felt that this was not normal Local Government practice. He was of the opinion that members should be proposed to serve upon Committees and he suggested that such procedure should be adopted at this meeting.

Cllr. Savage felt that the members names being put forward on the agenda contravened Standing Order 41.a.(i).

Discussion ensued regarding this matter during which it was pointed out that the same procedure had been adopted for many years and it provided clarity as to who was interested in serving upon committees. It did not prevent other Councillors from being nominated to serve upon committees.
 12.1 Finance & General Purposes Committee

This committee shall comprise of: the Town Mayor (Cllr. K. Smith), Deputy Mayor (Cllr. T. Shrimpton) and seven other members.

RESOLVED: that Cllrs. Mrs. Curtis, Keighley, Mackenzie, Prior, Mrs. Riesebeck, Savage and Swallow be elected to serve on the Finance and General Purposes Committee for the 2004 / 2005 Municipal Year.
 12.2 Planning Committee

This committee shall comprise of: the Town Mayor (Cllr. K. Smith), Deputy Mayor (Cllr. T. Shrimpton) and seven other members.

RESOLVED: that (a) Cllrs. Mrs. Curtis, Jennings, Mackenzie, Matthams, Mrs. Riesebeck and Savage be elected to serve on the Planning Committee for the 2004 / 2005 Municipal Year;

(b) the remaining vacancy be considered at the next Council meeting.
 12.3 Environment Committee

This committee shall comprise of: the Town Mayor (Cllr. Smith), Deputy Mayor (Cllr. Shrimpton) and seven other members.

When put to a vote it was

RESOLVED: that Cllrs. Mrs. Game, Mackenzie, Prior, Mrs. Riesebeck, Savage, Swallow and Mrs. Williams be elected to serve on the Environment Committee for the 2004 / 2005 Municipal Year.
 13. APPOINTMENT OF MEMBERS TO SERVE ON WORKING PARTIES
 13.1 Maldon In Bloom

Members considered the appointment of three members to serve upon the Maldon in Bloom Working Party.

RESOLVED: that Cllrs. Savage, Shrimpton and Swallow serve upon the Maldon in Bloom Working Party for the 2004 / 2005 Municipal Year.
 13.2 Maldon Youth Council

This Working Party normally consists of four members, the Mayor and Deputy Mayor and two other members. Members were informed that Youth Councillors had expressed the view that they found too many adults in attendance intimidating and in view of this Mrs. J. Grant, Administrative Assistant had been the only adult in attendance at recent meetings.

Cllr. Keighley stated that as the Youth Council had expressed the view that they did not wish adults to be in attendance at their meetings there should be no nominations.

Other members were of the opinion that this matter should be discussed with the Youth Council and it was

RESOLVED: that the views of the Youth Council be sought regarding the nomination of a Councillor to attend Maldon Youth Council meetings and that the matter be deferred until the Town Council meeting to be held on 5th July, 2004.
 13.3 Cinema

Members considered the appointment of up to five members to serve on the Cinema Working Party.

When put to the vote it was

RESOLVED: that Cllrs. Jennings, Keighley, Prior, Mrs. Riesebeck and Savage be elected to serve on the Cinema Working Party for the 2004 / 2005 Municipal Year.
 13.4 Website

Members considered the appointment of up to five Councillors to serve on the Website Working Party.

RESOLVED: that Cllrs. Bentley, Keighley, Prior, Savage and Swallow be elected to serve on the Website Working Party for the 2004 /2005 Municipal Year.
 13.5 Remembrance Sunday

Members considered the appointment of four Councillors to serve on the Remembrance Sunday Working Party.

RESOLVED: that the Cllrs. Prior, Savage, Shrimpton (Deputy Mayor), Smith (Town Mayor), and Swallow serve on the Remembrance Sunday Working Party for the 2004 / 2005 Municipal Year.
 13.6 Quality Status

Members considered the appointment of Councillors to serve on the Quality Status Working Party. Members noted that the first meeting of the Working Party was proposed to be held on Monday, 24th May, 2004.

RESOLVED: that Cllrs. Jennings, Prior, Savage, Shrimpton and Smith serve on the Quality Status Working Party for the 2004 / 2005 Municipal Year.
 13.7 Road Safety Working Party

Cllr. Keighley expressed concern that members had not been requested to elect members to serve on the Road Safety Working Party at this meeting.

The Town Clerk stated that it was intended that this would be considered at the first Planning Committee meeting as, in accordance with the Working Party's Terms of Reference, the Planning Committee had to consider whether they wished the Road Safety Working Party to continue.

Cllr. Savage stated that as the Working Party were still in the process of considering and reporting road safety matters the existing members should continue to serve on the Working Party until their report had been completed.

Discussion ensued and it was agreed that the Road Safety Working Party should be re-elected at this meeting and in this respect it was

RESOLVED: that Cllrs. Mackenzie, Matthams, Prior, Savage and Swallow serve on the Road Safety Working Party for the 2004 / 2005 Municipal Year.
 14. APPOINTMENT OF COUNCILLORS TO REPRESENT THE TOWN COUNCIL

Cllr. Keighley expressed the view that as members had been requested to elect representatives to serve on 24 outside bodies now would be a good time for "Judicious" pruning. (amended at the Town Council meeting held on 5th July, 2004 - Minute 12.1 refers)
 14.1 Anti Social Behaviour and Youth Offending Sub Group

Members considered the appointment of two representatives to attend meetings of the Anti Social Behaviour and Youth Offending Sub Group.

Cllr. Keighley stated that he had previously served as a District Councillor on this body and although a valuable group he felt it was not necessary for two Town Council representatives to attend these meetings. It was agreed that the Town Council should nominate one representative to serve on this body and when put to the vote it was

RESOLVED: that Cllr. Jennings serves on the Anti Social Behaviour and Youth Offending Sub Group for the 2004 / 2005 Municipal Year.
 14.2 Blackwater Rail Trail Liaison Group

Members considered the appointment of one representative to attend meetings of the Blackwater Rail Trail Liaison Group.

The Mayor adjourned the meeting at 8.20 p.m. and invited District Councillor Kelly to speak.

Cllr. Kelly stated that this body was organised by the Essex County Council and he felt it was essential for the Town Council to be involved if they were concerned about the environment and the town.

The meeting re-convened at 8.22 p.m.

RESOLVED: that Cllr. Savage serves on the Blackwater Rail Trail Liaison Group for the 2004 / 2005 Municipal Year.
 14.3 Blackwater Estuary Siltation Steering Group

Members considered the appointment of two representatives to attend meetings of the Blackwater Estuary Siltation Steering Group.

When put to the vote it was

RESOLVED: that Cllrs. Savage and Shrimpton attend meetings of the Blackwater Estuary Siltation Steering Group for the 2004 / 2005 Municipal Year.
 14.4 Chelmsford and Maldon Drug Reference Group

Members considered the appointment of a Councillor to represent the Town Council at meetings of the Chelmsford and Maldon Drug Reference Group.

When put to the vote it was

RESOLVED: that Cllr. Mrs. Riesebeck represents the Town Council at meetings of the Chelmsford and Maldon Drug Reference Group for the 2004 / 2005 Municipal Year.
 14.5 Civil Emergency Representative

Members considered the appointment of a Councillor to represent the Town Council at any emergency exercises.

Discussion ensued and it was noted that the Town Council were involved in these exercises as the Town Hall could be utilised in such exercises.

RESOLVED: that Cllr. Mrs. Riesebeck represents the Town Council at any Civic Emergency Exercises.
 14.6 East Essex Transport Forum

Members considered the appointment of a representative to attend meetings of the East Essex Transport Forum.

Discussion ensued and it was noted that this Forum principally discussed transport in the Dengie Peninsular and in this respect it was felt that it was unnecessary for the Town Council to serve on this body. It was suggested that a letter be forwarded to the Forum stating that the Town Council would not be represented on the Forum but would be pleased to receive a copy of the minutes to keep abreast with these matters.

RESOLVED: that a letter be forwarded to the East Essex Transport Forum advising that the Town Council would not be represented at the Forum but would be pleased to receive a copy of the minutes of their meetings.
 14.7 Essex Association of Local Councils (EALC) - Maldon District

Members considered the appointment of four representatives to attend meetings of the EALC - Maldon District.

RESOLVED: that Cllrs. Mrs. Game, Prior and Mrs. Williams and the Town Clerk represent the Town Council at meetings of the Essex Association of Local Councils - Maldon District.
 14.8 Essex Association of Local Councils' - Larger Local Councils Forum

Members considered the appointment of two representatives to attend meetings of the Essex Association of Local Councils - Larger Local Councils' Forum.

In response to a question the Town Clerk stated that this group included both Parish and Town Councils and the Town Council were already classed as a Larger Council for the purposes of this Forum.

RESOLVED: that Cllr. Shrimpton and the Town Clerk represents the Town Council at meetings of the Essex Association of Local Councils' - Larger Local Councils Forum.
 14.9 Friends of the Prom

Members considered the appointment of a representative to attend meetings of the Friends of the Prom.

Cllr. Keighley expressed the view that as the Town Council had no remit in respect of the Promenade Park and as the Friends of the Prom were a dedicated group it was not necessary for the Town Council to be represented. He felt that should the Town Council have concerns regarding the park they should be raised directly with the District Council.

Discussion ensued during which other members expressed the view that the Town Council should be represented on this group and when put to the vote it was

RESOLVED: that Cllr. Mackenzie represents the Town Council at meetings of the Friends of the Prom.
 14.10 Health Authority

Members considered the appointment of a representative to attend meetings relating to Health Authority issues.

Cllr. Prior expressed the view that as the Health Authority no longer exists having been re-defined as the Primary Care Trust and Essex Strategic Health Authority it was unnecessary for the Town Council to be represented at these meetings.

Discussion ensued and it was

RESOLVED: that the Town Council is not represented at Health Authority meetings.
 14.11 Local Nature Reserve Steering Group

Members considered the appointment of a representative to attend meetings of the Local Nature Reserve Steering Group.

RESOLVED: that Cllr. Savage represents the Town Council at meetings of the Local Nature Reserve Steering Group.
 14.12 Maeldune Trust

Members considered the appointment of two representatives to attend meetings of the Maeldune Trust. It was noted that Cllrs. Mrs. Game and Mrs. Williams serve as Maeldune Trustees.

RESOLVED: that Cllrs. Prior and Shrimpton represent the Town Council at meetings of the Maeldune Trust.
 14.13 Maldon Chamber of Trade and Commerce

Members considered the appointment of a representative to attend meetings of the Maldon Chamber of Trade and Commerce. It was noted that these meetings were held on the 1st Monday of the month and frequently clashed with Planning Committee meetings.

RESOLVED: that Cllr. Prior represents the Town Council at meetings of the Maldon Chamber of Trade and Commerce.
 14.14 Maldon District Museum Association

Members considered the appointment of a representative to attend meetings of the Maldon District Museum Association.

RESOLVED: that Cllr. Swallow represents the Town Council at meetings of the Maldon District Museum Association.
 14.15 Maldon District Crime Reduction Panel

Members considered the appointment of two representatives to attend meetings of the Maldon District Crime Reduction Panel.

RESOLVED: that Cllrs. Bentley and Mrs Riesebeck represent the Town Council at meetings of the Maldon District Crime Reduction Panel.
 14.16 Maldon District Heritage & Museums Forum

Members considered the appointment of one member to represent the Town Council at Maldon District Heritage & Museums Forum meetings. It was noted that the venues for these meetings were generally outside the town and a vehicle was necessary to attend these meetings.

RESOLVED: that Cllr. Savage represents the Town Council at meetings of the Maldon District Heritage and Museums Forum.
 14.17 Maldon District Community Safety Partnership Steering Group

Members considered the appointment of a member to represent the Town Council at Maldon District Community Safety Partnership Steering Group Meetings.

The Mayor adjourned the meeting at 8 .48 p.m. to enable District Councillor Kelly to speak regarding this group.

Cllr. Kelly stated that he felt this group was extremely important as it set the overall strategy with regard to Crime and Education and it involved the Police and Drug Groups. Cllr. Kelly felt that it was the Town Council's duty to be represented at these meetings.

The meeting re-convened at 8.49 p.m.

RESOLVED: that Cllr. Savage attends meetings of the Maldon District Community Safety Partnership for the 2004 / 2005 Municipal Year.
 14.18 Maldon District 2010 Task Groups

Members considered the appointment of a member to represent the Town Council at meetings of the following Task Groups:

a. Transport and Access
b. Health, Social Care and Housing
c. Environment and Planning
d. Education, Training and Employment
e. Leisure and Recreation

The Mayor adjourned the meeting for District Councillor Mrs. Keighley to advise members that she did not think it was within the Town Councils remit to attend meetings of the Health, Social Care and Housing Task Group.

The Mayor re-convened the meeting.

In view of the comments of District Councillor Mrs. Keighley it was agreed that it was only necessary for a Town Council representative to attend meetings of Task Groups a, c, d and e.

RESOLVED: that (a) Cllr. Prior represents the Town Council at meetings of the Maldon District Transport and Access, Environment and Planning and Education, Training and Employment 2010 Task Groups;

(b) Cllr. Jennings represents the Town Council at meetings of the Leisure and Recreation Task Group.
 14.19 Maldon Twinning Association

Members considered the appointment of two representatives to attend meetings of the Maldon Twinning Association. It was noted that the Mayor was the President of the Association and that the Maldon Twinning Association AGM was being held in the Committee Room, Moot Hall on Wednesday, 26th May, 2004 commencing at 7.30 p.m.

RESOLVED: that Cllrs. Mrs. Game, Prior and Mrs. Williams represent the Town Council at meetings of the Maldon Twinning Association.
 14.20 Parish Footpath Representative

Members considered the appointment of a Parish Footpath Representative to attend meetings concerning Parish Footpaths.

When put to the vote is was

RESOLVED: that Cllr. Mrs. Riesebeck be appointed to hold the Parish Footpath map and attend meetings concerning footpaths.
 14.21 Parish Passenger Transport Meetings

Members considered the appointment of a member to attend Parish Passenger Transport Meetings.

RESOLVED: that Cllr. Prior be appointed to attend Parish Passenger Transport Meetings.
 14.22 Plume Educational Trust

Members were informed that notification had been received that Mrs. Foster no longer wished to represent the Town Council on the above Trust. In view of this members considered the appointment of a representative to serve on the Trust until 15th June, 2005.

RESOLVED: that Cllr. Shrimpton represents the Town Council at meetings of the Plume Educational Trust until 15th June, 2005.
 14.23 Town Centre Strategy Group

Members considered the appointment of three representatives to serve upon the Town Centre Strategy Group.

The view was expressed that there were currently three groups representing Town Centre matters and it was felt that there was some degree of overlap.

It was also noted that the Group had not met for over a year.

When put to the vote it was agreed that the Town Council should be represented on this body and it was

RESOLVED: that Cllrs. Moss and Prior and the Town Clerk represents the Town Council at meetings of the Town Centre Strategy Group.
 14.24 Town Centre Management Board

Members considered the appointment of a representative to serve upon the Town Centre Management Board. It was noted that the Town Clerk attends Management Board meetings and that the next meeting was being held on Wednesday, 12th May, 2004.

When put to the vote it was

RESOLVED: that Cllr. Moss represents the Town Council at Town Centre Management Board meetings.
 15. MALDON YOUTH COUNCIL

Members received and considered the Notes of the Maldon Youth Council Meeting held on 27th April, 2004.

RESOLVED: that the notes of the Maldon Youth Council meeting held on 27th April, 2004 be noted.
 16. DOWNS LODGE

Further to minute 167 of the Town Council meeting held on 5th April, 2004 members received and considered a response from the Chief Corporate Services Officer, Maldon District Council which stated that they had received a response from the Essex County Council stating they did not wish to purchase Downs Lodge and requesting the thoughts of the Town Council on the future use of the building should it be donated to the Town Council. It was noted that the response of the Town Council would be required before the 8th June, 2004 when the District Council would be discussing the matter.

Members agreed that a Working Party should be organised as soon as possible to consider the best way in which the Town Council could utilise the building. Discussion ensued and it was

RESOLVED: that a Working Party meeting be held on Tuesday, 25th May, 2004 in the Moot Hall commencing at 7.30 p.m. All members of the Town Council to serve upon the Working Party.
 17. TOWN SIGN - RELOCATION TO WEST SQUARE AND PROVISION OF PLANTERS

Further to minute 86.1 of the Environment Committee meeting held on 22nd March, 2004 members considered the following:
 17.1 Town Sign

Members received and considered two suggested designs for the Town Sign from Mr. R. Scrimgeour, Conservation Officer, Maldon District Council.

Discussion ensued and when put to the vote it was

RESOLVED: that the Conservation Officer, Maldon District Council be informed that the Town Council preferred design "A". (copy attached as Appendix "a" to these minutes)
 17.2 Planters

Members received the suggested design for the planter to be placed at the base of the Town Sign and noted that a planning application would be submitted by Mr. Scrimgeour once the design had been approved by the Town Council. It was also noted that there would be no financial implication to the Town Council with regard to these structural works.

RESOLVED: that the Conservation Officer, Maldon District Council be informed that the Town Council had no objection to the design of the planter to be located at West Square around the base of the Town Sign.

MALDON PARISHES GROUP

Town Clerk's Report on the Meeting held on 29th April, 2004

Members received the report of the Town Clerk regarding her attendance at the Maldon Parishes Group meeting held on 29th April, 2004.

In answer to a question from Cllr. Savage it was reported that Jackie Martyn was to become the Highway Manager for the Mid-Essex area and County Councillor R. Bass would still be the Portfolio Holder.

RESOLVED: that the notes of the Town Clerk be noted.
 18.2 Location for July meeting of the Maldon Parishes Group Meeting

Members considered whether the July meeting of the Maldon Parishes Group could be held at the Town Hall and noted that should consent be granted, in accordance with Clause 6 of the Terms of Reference of the Group, the Mayor would have to chair the meeting.

RESOLVED: that the July meeting of the Maldon Parishes Group Meeting be held in the Town Hall and that the Town Mayor chair the meeting (date to be advised).

Members received the verbal report of Cllr. Prior regarding his attendance at the following meetings:

Primary Care Trust - 23rd April, 2004
Cllr. Prior informed members that one of the items discussed included:
The options for the site of the new hospital

Essex Association Of Local Councils - Maldon District AGM - 6th May, 2004
Cllr. Prior informed members that issues discussed had included:
· the creation of two new Parish Councils within the County during the last 12 months
· Tiers of Government
· Quality Councils - It had been suggested that Councils who have obtained Quality Status may wish to consider organising street cleansing

RESOLVED: that the verbal report of Cllr. Prior be noted.
 19.2 Cllr. Savage

a. Maldon District Heritage and Museums Forum - 19th April,2004
Members received the notes of the Maldon District Heritage and Museums Forum meeting held on 19th April, 2004. (copy circulated to all members at the meeting). Cllr. Savage informed members that the Maldon Archaeological Society had received funding of £50,000 to continue the archaeological dig at Beeleigh Abbey; the extension to the Burnham-on-Crouch Museum had been opened and the new Military Museum, Station Road would be opening in the summer.

RESOLVED: that the report of Cllr. Savage be noted.

b. St. George's Day Parade
Members noted that Cllr. Savage had attended the St. George's Day Parade at Heybridge Basin.

Members were reminded that they should not attend events outside the town boundaries without permission from the appropriate Parish.

RESOLVED: that the information be noted.
 20. MALDON TOWN CENTRE MANAGEMENT BOARD

Members received and considered the minutes of the Maldon Town Centre Management Board meeting held on 17th March, 2004.

RESOLVED: that the minutes of the Maldon District Heritage and Museums Forum meeting held on 16th February, 2004 be noted.
 22. QUESTIONS FROM THE PRESS AND PUBLIC

In response to questions from District Councillor Kelly, the Mayor stated that there would be no financial implication for the Town Council with regard to the re-location of the Town Sign to West Square and Cllr. Savage responded to questions regarding planning issues.
