MINUTES OF THE PLANNING COMMITTEE MEETING
HELD ON TUESDAY 17th MAY, 2004 AT 7.30 P.M.
IN THE CONFERENCE ROOM, TOWN HALL.
Amendments.

PRESENT: Councillors: Mrs M Curtis, Cllr K Jennings, I Mackenzie

T Shrimpton (Deputy Mayor) and K Smith (Town Mayor).
In Attendance: Cllr. D Keighley and the Town Clerk.

  1. ELECTION OF CHAIRMAN FOR THE ENSUING MUNICIPAL YEAR

RESOLVED: that Councillor Savage be Chairman of the Planning Committee for the ensuing municipal year.

IN THE CHAIR - CLLR. S. SAVAGE
  2. ELECTION OF VICE CHAIRMAN FOR THE ENSUING MUNICIPAL YEAR

RESOLVED: that Councillor Mackenzie be Vice-Chairman of the Planning Committee for the ensuing municipal year.
  3. APOLOGIES FOR ABSENCE

Councillor Smith submitted his apologies as he had to leave the meeting to attend a Mayoral Engagement.
  4. MINUTES OF THE PLANNING COMMITTEE MEETING HELD ON 26th APRIL, 2004

The minutes of the Planning Committee meeting held on 26th April 2004 were confirmed and signed as a true record.
  5. ROAD SAFETY WORKING PARTY

(a) Further to the Council meeting held on 10th May 2004, members noted that Cllrs Mackenzie, Matthams, Prior, Savage and Swallow were elected to serve on the Road Safety Working Party and that the next meeting would be held on 1st June 2004.

RECOMMENDED: that the information be noted.

(b) Notes
Members received and considered the Notes of the Road Safety Working Party meeting held on 26TH April 2004.

Cllr. Mrs. Riesebeck reported that there had been another accident at Lime Brook Way and discussion ensued regarding the article placed in the Maldon & Burnham Standard. The Chairman said he had hoped that the map showing the clusters of accidents would have been included with the article but apparently there had not been space.

Cllr. Mackenzie expressed concern about Town Councillors discussing matters with the press prior to consideration or decisions being made by the Town Council.

RECOMMENDED: that the Notes of the Road Safety Working Party meeting held on 26th April, 2004 be noted.

(c) Attendance of County Councillor
Further to minute 228.b of the Planning Committee meeting held on 15th March 2004, and minute 158 of the Town Council meeting held on 5th April, 2004 members noted that County Councillor Bass was unable to attend a scheduled Town Council meeting as they clashed with other meetings and he had suggested that a Special meeting be arranged for a Wednesday or Friday evening.

RECOMMENDED: that the information be noted and arrangements be made for a Special Meeting of the Town Council to be held on a Wednesday or Friday evening.

4. FUL/MAL/04/00316 MALDON NORTH

RESOLVED: that the Town Council objects (a) to the colour of the decking which should be in suitable materials for the Conservation Area and fixed to the ground;

(b) to the screening which is not in keeping with the Conservation Area and the findings of the Planning Inspector with regard to No. 63 Church Street (Appeal Ref: APP/X1545/A/03/1121543). In this respect reference is made to Local Plan policy M/BE/17. Members felt that the screening should be replaced with railings.

  7. LIST OF MALDON DISTRICT COUNCIL PLANNING DECISIONS

Members received the list of Maldon District Council Planning Decisions
(copy circulated to all members of the Council).

RECOMMENDED: that the information be noted.
  8. STREET NAMING - SITE REAR OF 77 HIGH STREET, MALDON

Members received and considered from Street Naming and Numbering, Maldon District Council information that Wenlock Way Limited had proposed that the site rear of 77 High Street, Maldon be named "Wenlock Way".

RECOMMENDED: that the Town Council has no objection to the development at the rear of 77 High Street, Maldon being named "Wenlock Way".
  9. REDUNDANT LAMP COLUMNS - MALDON

Further to minute 235b of the Planning Committee meeting held on 29th March 2004, members received information from the Contract Manager, David Webster Ltd regarding redundant lamp columns in Maldon
(copy circulated to all members of the Council).

RECOMMENDED: that the information be noted.
 10. PARISH LIAISON

Further to the Annual Council meeting held on 10th May 2004, members received a report from the Chief Planning and Development Services Officer on 'minor amendments'
(copy circulated to all members of the Council).

RECOMMENDED: that the information be noted.
 11. SPORTSMAN SNOOKER CLUB - 1ST FLOOR, THE OLD IRONWORKS, MALDON

Further to minute 233 of the Planning Committee meeting held on 15th March 2004, members were informed that notification had been received that the Appeal date had been changed to 24th May, 2004 at Witham Magistrates Court.

RECOMMENDED: that the information be noted.
 12. VILLAGE LINK TIMETABLES

Members were informed that Cllr. Prior had forwarded copies of the Village Link timetables A, C, D and E and they were available in the office.
