To receive and consider a list of functions attended by the Mayor and Deputy Mayor since the Town Council meeting held on 5th October, 2004.

Members are informed that whilst on a recent visit to Maldon, USA, Canon David Atkins was invited to speak on local radio and was presented with a copy of the Malden Advocate newspaper which is available in the office for inspection.

|| APPOINTMENT OF A MEMBER/REPRESENTATIVE
Further to minute 82 of the Town Council meeting held on 5th October, 2004 to consider the appointment of a member/representative to serve on the following Committees, Working Parties and Organisation:

|| Planning Committee - in accordance with Standing Order No. 37(g) to appoint a member to serve upon the Planning Committee.
|| APPOINTMENT OF MEMBERS TO SERVE ON CHARITIES
|| Price Charity
To consider the appointment of two trustees to serve upon this charity for a four year period commencing November, 2004.
(This charity administers two Alms houses within the town).
|| Thomas Martin Smith Charity
To consider the appointment of one trustee to serve upon this charity for a four year period commencing November, 2004.
(This charity is for the benefit of the poor in the Parish of St. Mary).
|| NOTES OF THE REMEMBRANCE SUNDAY WORKING PARTY MEETING HELD ON 18TH OCTOBER, 2004
To receive and consider the notes of the Remembrance Sunday Working Party meeting held on 18th October, 2004.
|| QUALITY STATUS
Further to minute 4 of the Quality Status Working Party meeting held on 24th May, 2004 to appoint three members to meet with representatives of the Maldon District Council to discuss the Draft Charter.
|| CODE OF PRACTICE
Further to minute 86 of the Town Council meeting held on 5th October, 2004, minute 35.1 of the Town Council meeting held on 1st July, 2003 and the letter of Cllr. Keighley dated 14th August, 2004 (circulated to all members of the Town Council), it is suggested that a Special meeting of the Town Council be held on Tuesday, 7th December, 2004 to review and discuss the video entitled "The Code in Practice" produced by the Standards Board for England.
|| STANDING ORDERS - PLANNING APPLICATIONS
Further to minute 88 of the Town Council meeting held on 5th October, 2004 and minute 101 of the Planning Committee meeting held on 25th October, 2004 the Planning Committee recommend that Standing Order 61 be amended to read:
The Planning Committee be granted the authority to determine planning applications and in this respect Standing Order No. 61 be amended to read:
"Every planning application or other related matter referred to the Council for observation shall be referred to the next Planning Committee. The Town Council hereby delegates the Planning Committee to respond on behalf of the Town Council.
If any application is contrary to the terms of the Maldon District Local Plan which requires a change of policy, the Planning Committee will make recommendation to the next meeting of the Town Council. If the timescale laid down by the District Council cannot be met, the recommendation will be referred to a Special Meeting of the Town Council."
|| MARINE LAKE
At the request of Cllr. H. Moss to consider the following:
(a) The Town Council to submit a vote of no confidence in the Maldon District Council regarding their handling of the Marine Lake.
(b) To challenge the decision of the Health and Safety Executive regarding the closure of the Marine Lake.
|| BATTLE OF THE BANDS
Further to the Council Meeting held on 5th July, 2004 to consider whether the Town Council should host a 2005 Battle of the Bands Competition. Members will recall that in the past the Maldon Youth Council have organised this successful event with the assistance of Town Council staff and Councillors but due to the fact that the Youth Council is currently dormant, members are requested to consider the future of the competition. For information the Maldon Leos may be able to assist with the event should it be held.
|| CONSULTATION ON (1) A DRAFT CODE OF CONDUCT FOR LOCAL GOVERNMENT EMPLOYEES AND (2) A REVIEW OF RESTRICTIONS ON THE POLITICAL ACTIVITIES OF LOCAL AUTHORITY EMPLOYEES AND PAY OF POLITICIAL ASSISTANTS
Further to the letter of the Town Clerk dated 2nd September, 2004 members to consider the above documents.
With regard to (1) it is recommended that there be no objection to the proposals; with regard to
(2) in accordance with Section 2 of the Local Government and Housing Act 1989 the proposals contained in the document are not relevant to Parish and Town Councils.
|| ESSEX RURAL STRATEGY - CONSULTATION DRAFT
Further to the letter of the Town Clerk dated 1st November, 2004 to consider the above document from the Essex Rural Partnership.

|| MALDON DISTRICT GREEN SPACES CONFERENCE
Members are informed that notification has been received from the Maldon District Council of a Green Spaces Conference to be held on 26th February, 2005 at the Three Rivers Golf and Country Club, Cold Norton from 10.00 a.m. until 3.30 p.m. The day is aimed at individuals and organisations who use or who have an interest in the management and improvement of green spaces. Any members who would like to attend this Conference are requested to inform the Town Clerk to enable their interest to be registered.
|| HEYBRIDGE PARISH COUNCIL
Members will recall that it was previously requested that Heybridge Parish Council forward their Council agenda to the Town Council for information. As no members have asked to look at these, members are requested to consider whether they still require this practice to continue.
| ATTENDANCE AT MEETINGS/CONFERENCES
Cllr. Savage - Rural Community Council, of Essex - Village Halls Conference
Cllr. Savage informs members that it is with regret that due to unforeseen circumstances he was unable to attend the Rural Community Council of Essex - Village Halls Conference held on 16th October, 2004 at Saling Village Hall.

| Friends of the Prom
To receive the report of Cllr. Mackenzie regarding a Friends of the Prom meeting held on Friday, 22nd October, 2004 at the Maldon Little Ship Club at which the Marine Lake was discussed.

In accordance with s.1 of the Public Bodies (Admission to Meetings) Act 1960 to resolve that in view of the confidential nature of the business to be discussed it is in the opinion of the Committee advisable in the public interest that the public and press be temporarily excluded and they be instructed to withdraw.

At the request of Cllr. Keighley, Chairman of the Finance and General Purposes Committee , to receive a quotation for renewing the four Moot Hall columns and panelling within the Committee Room.
