 4.2 Farleigh at St. Clare's Hospice - Auction of Promises - 2004

Further to minute 44.2 of the Finance and General Purposes Committee meeting held on 18th October, 2004 to receive the following letter from Richard Fewings, Fundraiser, Farleigh at St. Clare's Hospice:

I am writing to let you know that the Auction of Promises held on 12th November at the Maldon Town Hall was a huge success raising in excess of 7,500 for Farleigh at St. Clare's Hospice.

Thank you very much for allowing us to use the Town Hall free of charge for the auction. As a small local hospice this is a really important event in our fundraising year. With this support from the Town Council we were able to boost the magnificent end result even more!

Can I take this opportunity to wish you and all the councillors the compliments of the season and a very big thank you from all the patients and volunteers here at St. Clare's.

Minutes of the Planning Committee meeting held on 22nd November, 2004

b. Maldon District Building Conservation Feedback Forum.
Further to the Planning Committee meeting held on 13th December, 2004 should any member wish to make comments for forwarding to the Maldon District Building Conservation Forum they should contact Cllr. Mrs. S. Riesebeck who will be representing the Town Council at the Forum being held on 20th January, 2005.
  6. ESTIMATES MEETING

Further to the meeting held on 6th December, 2004 it is suggested that next year the Estimates meeting be included as follows on the schedule of meetings: Council (Estimates).
  7. APPOINTMENT OF MEMBER TO SERVE ON COMMITTEE, WORKING PARTIES AND OUTSIDE BODIES
 7.1 Cllr. Jennings

Cllr. K. Jennings has notified the office that he wishes to resign from all Committees and council representation on outside bodies. In view of this to appoint a member to serve on the following for the remainder of the municipal year:

a. Planning Committee
b. Cinema Working Party
c. Quality Status Working Party
d. Anti-Social Behaviour Sub Group
e. Local Strategic Partnership - Recreation and Leisure
 7.2 Town Centre Management Board

Further to the Finance and General Purposes Committee meeting held on 23rd November, 2004 to consider the appointment of a member of the Finance and General Purposes Committee to serve upon the Town Centre Management Board for the remainder of the municipal year.

For information Cllrs. Almond, Mrs. Curtis, Keighley, Mackenzie, Prior, Riesebeck, Savage, Shrimpton and Smith serve on this committee.
 7.3 Joseph Henry Unwin Charity

To consider the appointment of three trustees to serve upon this charity for a four year period commencing 17th December, 2004.

For information District Cllr. B. Harker, Cllr. Mrs. E. Williams and Cllr. Mrs. S. Riesebeck serve at present. Cllr. Mrs. Williams was appointed in November, 2003 and Cllr. Mrs. Riesebeck in August, 2004. District Cllr. Harker has indicated that should members agree he wishes to continue to serve as a trustee.
  8. MARINE LAKE

Further to minute 106 of the Town Council meeting held on 15th November, 2004 to receive the following response from the Chief Executive, Maldon District Council:

Thank you for your letter dated 18th November.

As you will be aware, the Council is in ongoing discussion with various parties including the Health and Safety Executive both generally and with regard to the plans recently lodged by the Friends of the Prom.

I will keep you informed of any relevant developments.

RESOLUTIONS / QUESTIONS FROM CLLR. D. KEIGHLEY

Staff Hours of Work

To consider the following resolution from Cllr. D. Keighley:

"That the Finance and General Purposes Committee be asked to identify and examine the pressure on staff time arising from various sources and make recommendation to Council".
 9.2 Amendment to Standing Orders

To consider the following resolution from Cllr. D. Keighley:

"That the second paragraph of Standing Order 37(g) be amended to read:

If a member fails to attend three consecutive meeting of a Committee, Sub-Committee, Working Party or Outside Body to which he/she has been appointed without apologising or having a good reason for being absent he/she should no longer be a member of that Committee, Sub Committee, Working Party or Outside Body."
 9.3 Appointment Of External And Internal Auditor

In accordance with Standing Order No.21 to consider the following questions from Cllr. Keighley:

"1. When was the Council's External Auditor appointed by the Audit Commission in accordance with regulation 4.3 of the Council's Financial Regulations (Revised February, 2004)?

2. When was the Council's Internal Auditor appointed by the Council in accordance with regulation 4.5 of the Council's Financial Regulations (Revised February, 2004)?"

 14. CHRISTMAS CLOSING - TOWN COUNCIL OFFICE

Members are informed that the Maldon District Council's Offices will be closed during the Christmas period from 12.30 p.m. on Friday, 24th December, 2004 (Christmas Eve) and re-opening on Tuesday, 4th January, 2005.

Members are requested to note that the Town Council offices will also be closed during this period.

 16. EXCLUSION OF THE PRESS AND PUBLIC

In accordance with s.1 of the Public Bodies (Admission to Meetings) Act 1960 to resolve that in view of the confidential nature of the business to be discussed it is in the opinion of the Committee advisable in the public interest that the public and press be temporarily excluded and they be instructed to withdraw.
