Pursuant to Section 15(c) of the Local Government Act 1972 and further to Minute 126 of the Town Council Estimates Meeting held on 4th December, 2006 to note that:

The Mayor's allowance has been set at 2,750.00 for the 2007/2008 mayoral year.
 13. APPOINTMENT OF MEMBERS TO SERVE UPON COMMITTEES
 13.1 Finance and General Purposes Committee - (Evenings - 7.30 p.m.)

This committee shall comprise of:

The Town Mayor and Deputy Mayor (Ex-officio) and seven other members.

To note the first meeting of this committee is to be held on Tuesday, 5th June, 2007 commencing at 7.30 p.m. in the Committee Room.

To consider the appointment of members to serve on the above Working Party.

To be considered at the Environment Committee meeting to be held on 15th May, 2007, as it is within the terms of reference for this Committee.
 14.3 Quality Status

To appoint five members to serve upon the Quality Status Working Party.
 14.4 Remembrance Sunday (Evenings)

To appoint four members to serve upon the Remembrance Sunday Working Party.
 14.5 Town Hall Working Party

To be considered at the Finance and General Purposes Committee meeting to be held on 5th June, 2007, as within the terms of reference for this Committee.
 14.6 Web Site Working Party

To be considered at the Finance and General Purposes Committee meeting to be held on 5th June, 2007, as it is within the terms of reference for this Committee.
 14.7 Management Working Party

To consider the following proposal from Cllr. Charles MacKenzie:

To set up a Management Working Party to work directly with the Town Clerk and support her and her staff with the operations of the Town Council to ensure best practice and maximum effectiveness.

The Working Party to be made up of the Mayor, Deputy Mayor and three other members to be elected at the meeting.
 15. REPRESENTATION OF THE TOWN COUNCIL
 15.1 Anti Social Behaviour and Youth Offending Sub Group

To appoint two representatives to attend meetings of the above groups
 15.2 Blackwater Estuary Siltation Steering Group (Evenings- various locations)

To appoint two representatives to attend meetings of the above group.
 15.3 Civil Emergency Representative (Daytime)

To appoint one member of the Council to represent the Town Council at any emergency exercises.
 15.4 Essex Association of Local Councils - Maldon District (Evening)

To appoint up to four representatives to attend meetings of the EALC - Maldon District.
 15.5 Essex Association of Larger Local Councils' - Larger local Councils Forum (Daytime)

To appoint two representatives to attend meetings of the EALC - Larger Local Councils' Forum. To note that the Town Clerk usually serves on this Forum.
 15.6 Friends of the Prom - (Evenings)

To appoint a representative to attend meetings of the Friends of the Prom.
 15.7 Health Authority

To appoint a representative to attend meetings relating to Health Authority issues.
 15.8 Maeldune Trust - (Evenings)

To appoint two representatives to attend meetings of the Maeldune Trust.
 15.9 Maldon District Chamber of Trade and Commerce (Evenings)

To appoint a representative to attend meetings of the Maldon District Chamber of Trade and Commerce.
 15.10 Maldon District Museum Association (Evenings)

To appoint a representative to attend meetings of the Maldon District Museum Association.
 15.11 Maldon District Crime Reduction Panel (Afternoons)

To consider the appointment of a member to represent the Town Council at Maldon District Crime Reduction Panel meetings.

To appoint two representatives to attend meetings of the Maldon Twinning Association.

 16. APPOINTMENT OF TRUSTEE - Plume Educational Trust

To consider the appointment of a Trustee to serve on the Plume Educational Trust for a period of 4 years commencing on 16th June 2007. For information Cllr. Bentley has been the Trustee for the last four year period. Members to note that the appointee should be in a position to attend the meetings of the Trust which are held in May and November each year at the Plume School, Fambridge Road at about 6 - 6.30 p.m.
 17. VACANCIES ON THE COUNCIL

To consider the report of the Town Clerk regarding the unfilled vacancies on the Town Council, and decide what action to take regarding the unfilled vacancies.

 18.1 To consider the report of the Town Clerk regarding the Local Authorities (Code of Conduct) Order 2007.

COUNCILLOR TRAINING

Courses Beneficial for New Councillors

a. Roles and Responsibilities
Members are informed that half day training day is being held on 13th June, 2007 entitled "Roles and Responsibilities" at the Foakes Hall, Great Dunmow. This course looks at the individual roles of the Clerk, Council, Councillors and of the Council as a corporate body. The cost per delegate is 30.00.
   b. Councillor Training Day 2

Members are informed that a one day course is being held on 5th June, 2007 at the Foakes Hall, Great Dunmow between 9.30 and 3.40. The topics to be discussed include, "The Management and Meetings" and "Council and the Community". The cost per delegate is 50.00.
 22.2 Chairmans Day 2

Members are informed that there is a Chairman Training Day being held on 4th July, 2007 at the Foakes Hall, Great Dunmow on Wednesday, 4th July, 2007 between 10.00 a.m. and 3.30. p.m. Topics to be discussed include - "The Public and the Media" and "Conduct and other Challenging Issues". The cost per delegate is 50.00.

To receive and consider a letter from the Curator of the Museum of Power, regarding the redundant weights for the Moot Hall clock.
