CLOSED CHURCHYARDS

St. Peter's Churchyard Vandalised Bench
A memorial bench has been vandalised and, for public safety, removed from the grounds. The Police were informed and have stated that they would be paying particular attention to this area. A claim to the Town Council's insurers is being investigated.
 7.2 Gravestone Survey

The Town Council is responsible for the upkeep and safety of 3 closed churchyards, All Saints', St. Mary's and St. Peter's. It is advisable to test all upright gravestones for their stability. To receive and consider a quotation from the Grounds Maintenance Contractor, to test the tombstones at St Mary's and St. Peter's Churchyards. Site plans are yet to be obtained for All Saints' Churchyard.

  8. TREE WORK

To receive and consider a schedule of work and associated quotations, if available, for maintenance to trees at All Saints' Churchyard and Market Hill Garden.

  9. STOP THE DROP

A Parish Council toolkit has been received from the Campaign to Protect Rural England regarding, "Stop the Drop", a new anti litter campaign. It asks Parish Councils to consider organising a litter pick or clean-up of areas of concern within the Parish. Additional literature from the Parish Council Toolkit will be available at the meeting.
 10. POND AT WYCKE HILL BUSINESS PARK

Several years ago, the Town Council investigated the possibility of obtaining an area of land within the Wycke Hill Business Park as open space. A natural pond and willow tree are located in this area. At the time it was felt this area could be maintained by the Town Council with benches installed for the use of local people. At the time of the investigation, the land was designated for business development. As the area is still undeveloped, a resident has requested that the Town Council consider re-opening its investigations with the objective of maintaining it as a public open space.
 11. FOOTPATH, BEELEIGH ROAD

At the end of the Public Footpath which leads from Lodge Road to Beeleigh Road, the footpath and verge have become churned up and almost impassable due to cars parking against the convent wall. It is reported that this area is owned by St Francis Convent which has unused, designated parking spaces against the convent wall. These are used by others. Beeleigh Road has 30 designated residential parking spaces, of which 26 are used. Essex County Council has been contacted regarding the poor condition of the Public Footpath but is unable to undertake any improvements as the area is owned by the convent.

At the request of Cllr. Shrimpton, to consider asking St. Francis Convent to consider relinquishing their parking spaces in Beeleigh Road and grant permission for ECC to undertake improvements to the Public Footpath.
 12. LODGE ROAD/DYKES CHASE

A letter has been received from the residents of Dykes Chase and Lodge Road asking for a financial contribution towards maintenance work to these roads which are unmade and un-adopted. Vehicular access to Leech Memorial Garden is from these roads. This matter will be considered by the Finance & General Purposes Committee; the views of the Environment Committee would be helpful
 13. LAND ADJACENT TO 20 BUTT LANE

A letter has been received from a resident of Butt Lane regarding an area of land adjacent to their property, which is between Downs Road and the footpath leading from Fullbridge. The Town Council maintains this land and the public bench on it.

Town Council Planning Policy - No.5 states:
As a general principle, all applications for the removal of any amenity area be objected to by the Town Council.
 14. LAND ADJACENT TO 24 MARLOWE CLOSE

A letter has been received from Essex County Council regarding a request for the removal of Highway Rights.
