To receive and sign the minutes of the Environment Committee meeting held on 22nd September, 2008.

ALLOTMENTS

Allotment Inspection
To consider a verbal report from Mrs. Good regarding a recent allotment inspection.
 4.2 Uncultivated Plots

After the September Environment Committee meeting, due to the poor condition of plots, letters were sent to the tenants stating that, unless work to improve the condition of the plots was undertaken their tenancy would be reviewed.

Maldon Hall -Plot 19a - Tenant currently unwell.

Maldon Hall Plot 38 - No response has been received from the tenant and the rent remains unpaid. A final demand has been sent and unless payment has been received, in accordance with the tenancy agreement, the tenancy will be terminated on 8th November, 2008.

Maldon Hall Plot 39a -The annual invoice has been returned to the office as address unknown. A laminated letter regarding this matter has been secured to a stake and left in a prominent position on the plot. The plot has some signs of cultivation.

Warwick Crescent Plot 1a - Tenant has been requested to remove the carpet being used as a weed suppressant from the site.

Warwick Crescent Plot 1b - Tenant relinquished plot and plot now re-let.

Warwick Crescent Plot 4a - Tenant had been on an extended holiday. She has now returned and plot now in a satisfactory condition.

Warwick Crescent Plot 10a - Tenant informed of the concerns regarding the plot and phoned to say that they will try harder.

 4.5 Brickhouse Farm Allotment Site - Additional Plots

Further to minute 90.2 of the Town Council meeting held on 20th October, 2008 to note that an application has been submitted for a Parish Project Grant seeking funding for the ground work and fencing to extend the Brickhouse Farm allotment site.
 4.6 Warwick Crescent

a. Boundary Fence
A letter has been sent to resident of a property adjacent to the site expressing concern regarding their rear boundary fence and access to the site from their rear garden. To date no response has been received.

b. Rear Ditch
A further letter has been sent to Moat Housing regarding the problems of flooding due to the filling in of the rear boundary ditch at the site. To date no response has been received.

c. Plot 10a - Shed /Chicken Coop
To consider a request from the tenant of plot 10a, Warwick Crescent allotment site to install a shed no larger than 2m x 2m x 1.5m and a chicken coop no larger than 2m x 1.5m on their plot.

CLOSED CHURCHYARDS

St. Mary's Churchyard
A site meeting was held to assess the progress being made with the refurbishment of the churchyard with the Church Warden, Ground Maintenance Contractor and Assistant Clerk. Various works have been undertaken this season including the felling of trees and the reduction of vegetation along the footpath between Church Street and St. Mary's Lane. Attached is a list of proposed work for the coming year. It would appear that much of the work will be undertaken as part of the Grounds Maintenance Contract although there is further tree work which the Ground Maintenance Contractor may not be able to do.

 6.2 St. Peter's Churchyard - Seat Under Holm Oak

For information, members are informed that the replacement seat under the Holm Oak has been installed.
  7. LEECH MEMORIAL GARDEN

Members are informed that the Friends of Leech Memorial Garden have now organised a bank account. To consider whether to provide funding to the Friends for the purchase of bulbs and shrubs for the garden. For information a past "Wish List" of the Friends is attached.

  8. BUDGET REQUIREMENT FOR 2009/2010

To receive and consider the report of the Town Clerk regarding the Environment Committee budget requirement for 2009/2010.
