  7. APPOINTMENT OF MEMBERS TO SERVE ON A MOOT HALL WORKING PARTY

To appoint 4 members to serve on a Working Party to negotiate an agreement with the Friends of the Moot Hall.
  8. APPOINTMENT OF TRUSTEES TO CHARITIES

To note that it is not necessary for Trustees to be Town Councillors.
 9.1 Price Charity

To consider the appointment of two Trustees to serve on the Price Charity, which administers two almshouses within the town. The term of office is a four year period, ending November 2012. The current Trustees are Cllr. T. Shrimpton and Mrs. E. Williams, a former Town Councillor.
 9.2 Joseph Henry Unwin Charity

To consider the appointment of three Trustees to serve on the Joseph Henry Unwin Charity, which benefits the sick poor who live in the town. The term of office is for a four year period, until 17th December 2012. The current Trustees are Cllr. Mrs. S. Riesebeck, Mrs. E. Williams and District Cllr. B. Harker.
 9.3 Thomas Martin Smith Charity

To consider the appointment of a Trustee to serve on the Thomas Martin Smith Charity, which benefits the poor in the Parish of St. Mary's, for a four year period.

To receive and consider a letter from the Chairman of SWANS.

 10. DEPARTMENT FOR COMMUNITIES AND LOCAL GOVERNMENT CONSULTATIONS - CODE OF CONDUCT FOR LOCAL AUTHORITY MEMBERS AND EMPLOYEES

Further to minute 92.1 of the Town Council meeting held on 20th October, 2008 to note the comment of the District Council Solicitor regarding the omission of any reference to the Adjudication Panel as follows: The Consultation is not about the processes that exist when a Councillor has broken the Code, it is about the content of the Code itself.
 11. BRICKHOUSE FARM ALLOTMENT SITE

Further to minute 90 of the Town Council meeting held on 20th October, 2008, to note that a response for the District Council regarding extending the lease period to a minimum period of 15 but preferably 25 years is still awaited. An application for a District Parish Project Grant to enlarge the site has been submitted.

 13. VICTORIAN EVENINGS 2008

To receive a report from the Town Mayor
 14. POLICY FOR GRANTS

At the request of Cllr. Stilts, members are requested to put in place a review of the policy for the distribution of grants made by the Town Council, in particular looking at the conditions applied to those organisations which receive a grant.
 15. TOWN HALL

To note that the Town Council was awarded a grant from the ECC Community Initiatives Fund towards the project to install stage lights on the front of house lighting bar in the Main Hall. The work has been undertaken and the lights are now in place.
 16. MAELDUNE HERITAGE CENTRE

The Maeldune Trust has been awarded a grant from the ECC Community Initiative Fund towards the cost of a new sign at the Heritage Centre. Together with other bequests, this will enable the project to go forward. The Trust requests approval from the Town Council for the site of the new sign which will be further back and opposite the entrance door of the Centre (site plan available at the meeting).
 17. MALDON DISTRICT COUNCIL ENVIRONMENT STRATEGY 2009-2012

To receive the consultation and agree any comments to be put forward. The District Council is particularly interested in how the parishes think action to deal with issues identified in the strategy should be prioritised.

 19. FORTHCOMING CONFERENCES, TRAINING OR MEETINGS

Local Community Liaison Council for Bradwell Power Station (LCLC)
Notification has been received regarding the LCLC meeting to be held on Wednesday, 3rd December, 2008 at the Minerva Centre, Mundon commencing at 10.00am. To consider whether the Town Council should appoint a representative to attend meetings of the LCLC.
