To receive, consider and sign the minutes of the Environment Committee meeting held on 9th November, 2009.

ALLOTMENTS

Allotment Inspection
There are no allotment plot inspections during the winter months.
 5.2 Warwick Crescent

a. Urban Foxes
A letter regarding rubbish left outside properties is to be circulated to all properties in the vicinity of Warwick Crescent allotment site once weather conditions improve.
 5.3 Brickhouse Farm Allotment Site

a. Hedge Planting
Due to adverse weather conditions the planting of the boundary hedge has been delayed. To date no alternative date has been agreed with the BTCV.

b.Erection of Sheds

(i) Plot 4
The tenant of plot 4 has requested permission to erect a shed on her plot.

(ii) Plot 17
The tenant of plot 17 has requested permission to erect a shed on his plot.
 5.4 Maldon Hall

a. Boundary Hedge
No further information has been received from Maldon District Council regarding rubbish clearance from wooded area adjacent to the by-pass.

b. Water Tank
Emergency repairs have been carried out on a water tank which was leaking badly.

c. Erection of Shed
The tenant of plot 7 has requested permission to erect a shed on his plot.
 5.5 Vacant Land

Cllr. Stilts has reported that there is an area of waste land in Spital Road which he feels could be suitable to convert into allotments. To consider whether investigations should be undertaken regarding the ownership of the land.
 5.6 Questions from the Maldon and Heybridge Horticultural Society & WAIT
  6. MALDON IN BLOOM

To receive an update regarding the 2010 campaign.
  7. INTERPRETATION BOARDS

No further response has been received from the Plume School.

CLOSED CHURCHYARDS

St. Peter's Churchyard

a. Holm Oak
After the inspection of the Holm Oak by the contractor and the District Council Tree Officer, the Contractor has expressed concern that the tree is suffering from a fungal infection which may be detrimental to the health and condition of the tree. It may be necessary for additional investigations to be undertaken to ascertain the condition of the tree. Information regarding whether there would be any additional costs has been sought.
 8.2 St. Mary's Churchyard

a. Update from St. Mary's Improvement Project

Community Service workers are now working to improve the churchyard.

AMENITY AREAS

Longship Way
No further reports regarding parking on the verges have been received.
 9.2 Norfolk Road

A letter of thanks has been received from a resident of Norfolk Road regarding the improvement to the amenity area.
 10. WAR MEMORIAL

a. Structural Survey
To receive and consider a report from The Morton Partnership regarding a structural assessment of the War Memorial.

To receive and consider quotations to clean the War Memorial.

 11. WARE POND

Shrubs have now been planted to the rear of the pond.
 12. CROMWELL PUMP

To receive and consider a report from the Morton Partnership to the developer regarding the completion of works at the development adjacent to the Cromwell Pump.

 13. BUS SHELTERS

a. Mundon Road
ECC has advised that the bus shelter at Southchase, Mundon Road has been damaged and that it is the responsibility of the Town Council to undertake its repair. ECC has several refurbished shelters available which they could install, free of charge, to replace the damaged shelter. They have also received a requested from a local resident for a shelter to be installed at another location in Mundon Road which ECC would be happy to install at the same time. The Town Council would then be responsible for the maintenance of the additional shelter. To consider whether to accept the offer from ECC to install 2 bus shelters at Mundon Road.

b. Bus Shelters within Maldon
Seven bus shelters are included within the Town Council's insurance schedule. On investigation it would appear that the Town Council may be responsible for the maintenance of the following shelters: Mill Road, Mundon Road, High Street (All Saints), High Street (The Swan), High Street (outside WH Smith), The Causeway, Spital Road, Morrisons, Wycke Hill x 2, Bypass (Mariners Way x 2), Cherry Gardens. Total of 13 shelters

A new shelter is also being installed at Masefield Road, Poets Estate and the suggested additional shelter in Mundon Road. Additional 2 shelters.

To note that a definitive list is being prepared so that all bus shelters are listed on the asset list and insurance schedule.
 14. GRIT BINS

The Town Council are responsible for purchasing grit bins and which are subsequently filled by ECC. To review the situation regarding the availability of grit bins throughout the town.
 15. ST. GILES RUINS

A quotation has been sought to undertake a survey of trees within the grounds of the ruins which includes a large Holm Oak.
 16. LEECH MEMORIAL GARDEN

To consider verbal reports.
 17. MARKET HILL GARDEN

To consider verbal reports.
